Mayor Tinnell introduced Pastor Doug Williams from Bullitt Lick Baptist Church to give the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Tinnell called the meeting to order at 6:34 p.m. and thanked everyone for coming. He stated he knows there people with concerns who are looking for answers and he feels we have a strong Council and will be able to move forward with everyone’s patience.

 

In attendance were Council members Stacey Cline, Bonnie Enlow, Tony Miller, Margaret Moore, Faith Portman, and Trina Summers.

 

Stacey Cline made motion to dispense with reading of 12/11/2006 meeting minutes. Trina Summers 2nd. Motion carried 6-0.

 

Faith Portman made motion to approve minutes as printed. Trina Summers 2nd. Motion carried 6-0.

 

Mayor Tinnell announced City Hall would be closed on Monday, January 15th in observance of Martin Luther King Jr.’s birthday.

 

City Attorney Joe Wantland had second summary reading of Ordinance 007-(number to be assigned) an ordinance amending Ordinance 001-519 an ordinance adopting Construction Standard Specifications, Construction Standard Drawings and Design Manual for the design and construction of  streets, sanitary sewers, storm drainage and standard erosion and sediment control specifications within the boundaries of the City of Shepherdsville. Trina Summers made motion to approve. Tony Miller 2nd. Motion carried 6-0. (This Ordinance will be numbered 007-715.)

 

There was no report from the Historical Committee.

 

There was no report from the Shepherdsville Transportation/Beautification Committee but Depp Rasner was present from the County Beautification Committee to update the Council on the beautification project the County is involved in. Mr. Rasner reported that they are working on a grant to beautify the exit ramps in the County. He stated a sub-committee had been formed and named” Operation Bright and Beautiful” to deal with pollution problems and the needs of the City. He stated he would update the Council periodically on the activities of this committee. Mayor Tinnell stated he is working with the Tourism Commission on getting the LCD sign up like the one that is in Hillview. He stated the City had been working with Jim Rice on a sign to promote the development and incorporate the LCD sign. Mayor Tinnell stated Mr. Rice doesn’t have a time frame on when  that sign will be complete so he would like to move forward right away with the sign project with the Tourism Commission.

 

There was no report from the Recreation Committee.

 

There was no report from the Sewer Committee.

 

Discussion followed on request from Associated Title Company to subrogate mortgage of Jackie Carrier. After discussion motion was made by Margaret Moore to table this discussion and invite Ms. Carrier to the next meeting to discuss with her. Stacey Cline 2nd. Motion carried 6-0.

 

City Attorney Wantland read Resolution 07-01 regarding new signatures on bank accounts with PBI Bank. Stacey Cline made motion to approve. Bonnie Enlow 2nd. Motion carried 6-0.

Jennifer Thompson was present to ask the Council to take over the streetlights and pump station in Shepherds Glen. After some discussion it was decided to look into whether the City has taken over the streets and asked Ms. Thompson to come back to the next meeting with a request in writing to take over streets, streetlights and pump station.

 

Tom Rossilli was present to congratulate the Council on passing the Civil Service Ordinance however he thinks the Council should review and revamp portions of the Ordinance.

 

Sheriff Donnie Tinnell who had signed up to speak stated he had spoken with Police Chief Ron Morris and they will meet before the next meeting, then he would return to the next meeting and address the Council.

 

John Eddington addressed the Council asking why his sewer bill is so much higher than he water bill. City Attorney Wantland stated the Council voted to add the annual CPI increase to sewer bills. He stated that the City had been mandated several years ago to raise sewer rates. Mayor Tinnell stated there is not a lot that can be done because sewer rates are based on water usage whether it goes into the sewer or not.

 

Mayor Tinnell stated he feels a lot of questions need to be asked; he feels costs to build are out of hand but nothing can be done about that now.

 

Planning Commission Appointee Ben Robards reported there was on case for Shepherdsville. First Federal Savings Bank has requested a zoning change for 2.0 acres, more or less from R-3 Residential to B-2 Central Business. The property is located at the southeast intersection of Highway 44 East and

Huston Drive
.

 

Board of Adjustments Appointee Duane Price reported there was nothing new for Shepherdsville. The next meeting is January 11th.

 

City Engineer Toby Spalding stated he has spoken with a developer who would be willing to name a street after the gentleman who lost his life in Iraq last month. He stated the street is off

Zappo.com Boulevard
. City Engineer Spalding also stated he is working on the year end report for his department requested by the Mayor.

 

Councilwoman Trina Summers asked about the lease agreement for Old City Hall. The City Clerk informed her it was complete and Family Court moved in on January 2nd. Councilwoman Summers also stated she feels the City has been exposed on a general personnel issue (KRS 83a 08) which states the Mayor can dismiss at will. She stated the City has a good Ordinance in place, a specific ordinance in place for dismissals. She stated circumvention of rules can undermine and stated a recent decision should be thought about or reconsidered.

 

Councilwoman Stacey Cline asked Public Works Foreman Jesse Walls if Mike and Debbie Farmer who live at 791 W Blue Lick had any one else to call about the tile problem they are having. Councilwoman Cline stated that they have exhausted all the avenues we previously gave them and asked what to do next. PWF Walls stated they should call the Kentucky Highway Department, District 5 and speak to them about this problem. Councilwoman Cline also stated she had received two calls from people who walk in City Park who have been attacked by dogs. City Attorney Wantland stated the County has a leash law and we need to start enforcing it. Police Chief Morris stated he would look into this and see what’s going on.

 

Councilwoman Faith Portman stated she is also concerned about water bills. She also asked who posted the Gym Rules in the gym. The City Clerk responded that the City did. Councilwoman Portman also thanked Depp Rasner for the updated on the beautification project and she also congratulated Officer Dave Moats who did an awesome job as DARE officer for Shepherdsville Elementary.

 

Councilwoman Margaret Moore stated that if the City names a street for one let’s do it for all the service men who lose their lives fighting for their Country. Councilwoman Moore also suggested putting a sign up in the parks, NO PETS ALLOWED.  Councilwoman Cline stated she doesn’t think we can do that. Mayor Tinnell stated we will enforce the leash law.

 

Councilwoman Margaret Moore made motion to go into executive session to discuss personnel. She stated she would also like Attorney Bill Wilson to join them. Bonnie Enlow 2nd. Motion carried 6-0.

 

Faith Portman made motion to return to regular session. Tony Miller 2nd. Motion carried 6-0. City Attorney Wantland stated that the Mayor had been given very specific instruction on how to address a personnel issue.

 

Margaret Moore made motion to adjourn. Trina Summers 2nd. Motion carried 6-0. Meeting adjourned at 8:33 p.m.
