The Pledge of Allegiance to the Flag was said.

 

Mayor Tinnell called the meeting to order at 6:35 p.m.

 

In attendance were Council members Stacey Cline, Bonnie Enlow, Margaret Moore, Faith Portman, and Trina Summers.

 

Trina Summers made motion to dispense with reading of 3/12/2007 regular meeting minutes. Bonnie Enlow 2nd. Motion carried 5-0. Stacey Cline made motion to approve 3/12/2007 meeting minutes as printed. Trina Summers 2nd. Motion carried 5-0.

 

City Attorney Bill Wilson had second reading of Ordinance 007-(number to be assigned) amending Ordinance 003-580 an ordinance establishing the position of Fire Marshal for the City of Shepherdsville, Bullitt County, Kentucky fixing the qualifications, tenure and compensation. Bonnie Enlow made motion to approve. Faith Portman 2nd. Motion carried 5-0. (This Ordinance will be numbered 007-718.)

 

Angie Woodward and Larry Hatfield were present on behalf of Operation Bright & Beautiful to report there is going to be a clean up campaign in the City on April 21st. Ms. Woodward asked if the City could have a dumpster available for use to discard trash and locate it at the site of the old school property. Mayor Tinnell stated he had no problem with that. Larry Hatfield stated he would check with the school board about placing a 30-yard dumpster at this site.

 

City Engineer Toby Spalding reported from the Sewer Committee that starting in April at the last meeting of the month we are going to start our progress meetings back at 5:30 p.m. He invited all Council members to attend to keep updated on the interceptor project and other projects in the City.

 

Discussion followed on request from Salt River Development LLC to take over street lights on

Omega Parkway
and the
Cedar Grove Road
sewer lift station. Faith Portman made motion to accept. Stacey Cline 2nd. Motion carried 5-0.

 

Larry Hatfield, Bullitt County Solid Waste Coordinator, was present to address the Council on dumping at the sewer treatment plant. Mr. Hatfield stated the Council currently has an average of 20,000-25,000 leachates that they take to Hillview which eventually ends back up at Shepherdsville’s treatment plant anyway. He stated be eliminating the trip to Hillview it would save the County $3,000-$4,000 an year and create some revenue for the City. Public Works Foreman Jesse Walls stated he thinks there is an Ordinance prohibiting the City from taking any more product at the treatment plant. Mayor Tinnell stated this is a County project and we need to work with the County if at all possible. The City Clerk will check on the Ordinance.

 

Trina Summers made motion to approve payment of March bills with the exception of Bill Wilson’s invoice. Mr. Wilson has agreed to resubmit his invoice with a further breakdown of the charges incurred. Faith Portman 2nd. Motion carried 5-0.

 

Jeff Branham and his father were present to address the Council about dumping at the sewer plant. Public Works Foreman stated we again need to check the Ordinance; and Mayor Tinnell stated he needs to check with the treatment plant superintendent Mike Schroeder.

 

Ed Oglesby was present to address the Council about some culverts left his Emily Brooke subdivision by Mr. Duane Brumley, who has no interest in disposing of them. Public Works Foreman Walls stated he’s been contacted by Mr. Brumley and the City is going to remove those culverts. Mr. Oglesby also voiced his concern about the ponds in the subdivision that kids are swimming in. He stated this is a very dangerous situation and feels signs need to be posted that there is no swimming allowed. PWF Walls stated these are retention basins in subdivisions and they are dangerous; however, they are to be maintained by the Homeowner’s Association not the City.

 

Dolores Raymond was present to address the Council about water that has been piped from two streets to run onto her property. She stated that by fixing Riverview we have put water on her property. Mayor Tinnell stated we will address this and it will be fixed.

 

Planning Commission Appointee Ben Robards reported there was nothing new for Shepherdsville.

 

Board of Adjustments Appointee Duane Price was not present but did call to report there was nothing new for Shepherdsville.

 

City Engineer Toby Spalding stated that he had taken bids on flange pipe for the pump station. He recommended accepting the bid from A.J. for $30,115.82. Faith Portman made motion to accept bid. Stacey Cline 2nd. Motion carried 5-0.

 

City Engineer Toby Spalding also stated he had taken bids on electrical work for the stop light at

Omega Parkway
and Highway 480. He recommended accepting the bid from Arrow Electric for $36,530.00. Stacey Cline made motion to accept bid. Faith Portman 2nd. Motion carried 5-0.

 

Mayor Tinnell stated that he had written a letter and has copies available on what some issues are facing the City at this time. He stated we have four years and some issues need to be worked out and addressed. He wants to ease the minds of the Council so we can move on and move forward with city business. He stated the fire department issue needs to be resolved. This is a main topic of action at this time.

 

Councilwoman Faith Portman reported there were stop signs down and

Jackie Way
and Tollview.

 

Councilwoman Bonnie Enlow reported there was a drainage issue at

376 Ashley Boulevard
(the Hansel residence). Councilwoman Enlow also stated that once we get the itemized bill from Mr. Wilson that he be paid.

 

Councilwoman Margaret Moore reported a drainage problem on the Hogan property in Sycamore Bend. Mayor Tinnell stated he had discussed that today. Councilwoman Moore also reported a house on

Plum Street
that need attention from the Code Enforcement Officer.

 

Mayor Tinnell asked for a motion to go into executive session to discuss litigation and personnel. Bonnie Enlow made motion to adjourn to executive session to discuss personnel and litigation. Margaret Moore 2nd. Motion carried 5-0.

 

Bonnie Enlow made motion to return to regular session. Faith Portman 2nd. Motion carried 5-0. City Attorney Wilson stated the Council advised the Mayor to hire a part time code enforcement officer. Mr. Wilson also stated there was going to be a special meeting of the City Council and 5:30 Monday April 2nd to discuss the fire department issues. Mayor Tinnell stated there was no action taken on litigation involving property acquisition.

 

Mayor Tinnell announced that the Council has decided on a new Civil Service Commission Board. Mr. David Billings, Republican; Mr. Darvin Hill, Republican; and Mr. John E. Lee, Democrat. Bonnie Enlow made motion to approve new Civil Service Board. Faith Portman 2nd. Motion carried 5-0.

 

Faith Portman made motion to adjourn. Trina Summers 2nd. Motion carried 5-0. Meeting adjourned at 9:41 p.m.
