April 9, 2007 Jerry Pile gave the invocation.
The Pledge of Allegiance to the Flag was said. Mayor Tinnell called the meeting to order at 6:32 p.m. In attendance were Council members Stacey Cline, Bonnie Enlow, Margaret Moore, Tony Miller, and Trina Summers. Stacey Cline made motion to dispense with reading of 3/26/2007 regular meeting minutes and 4/2/2007 special meeting minutes. Trina Summers 2nd. Motion carried 5-0. Stacey Cline made motion to approve 3/26/2007 and 4/2/2007 minutes as printed. Bonnie Enlow 2nd. Motion carried 5-0. County Clerk Kevin Mooney was present to give a visual presentation on the use of the new voting machine. Larry Hatfield, Bullitt County Solid Waste Coordinator, was again present to address the Council on dumping at the sewer treatment plant. Mr. Hatfield stated there were some questions that had arisen since the last meeting. Wastewater Treatment Plant Superintendent Mike Schroeder stated he had no problem accepting the leach ate however he would like to investigate what is coming from the dog pound before accepting it. Mayor Tinnell asked WWTPS Schroeder to get with Mr. Hatfield and check the pound. Depp Rasner was present on behalf of Operation Bright & Beautiful to report there is going to be a clean up campaign in the City on April 21st. The cub scouts are working on the whiskey barrel project. The grant has been mailed and in the coming weeks a logo will be unveiled. City Engineer Toby Spalding reminded everyone that starting in April at the last meeting of the month the sewer progress meetings will again start meeting at 5:30 p.m. to keep updated on the interceptor project and other projects in the City. Patricia McDonald, 125 Abbott Street was present to ask that the property behind and beside her be cleaned up. She stated she is being invaded by snakes. The house on Lee Street is vacant and the other two houses face Highway 44. Mayor Tinnell stated he and Public Works Foreman Jesse Walls would look at the problem tomorrow. Angelena Elliott Etherton with the law firm of Schmidt Law Office was present on behalf of Anthony and Molly Reeser to address the Council about closing North Street. She stated the plat shows it was never constructed and is being used as a parking lot. She asked that the City draw up an Ordinance to close this street. The Council asked if she had contacted all other adjoining property owners which she replied each had received a copy of this request. City Attorney Bill Wilson to have first reading of Ordinance 007-(number to be assigned) amending a portion of Ordinance 005-663, Ordinance 005-652 and Ordinance 000-508 establishing all fees for the City of Shepherdsville’s wastewater treatment facilities. City Attorney Wilson to have first reading of Ordinance 007-(number to be assigned) amending portions of Ordinance 006-696 an Ordinance amending Ordinance 006-689 an ordinance providing personnel policies and procedures for all employees of City Government located in the City of Shepherdsville, Bullitt County, Kentucky. Bonnie Enlow made motion to take the Civil Service Ordinance off the table so amendments regarding the fire department could be made. Trina Summers 2nd. Motion carried 5-0. City Attorney Wilson to have first reading of Ordinance 007-(number to be assigned) an Ordinance amending Ordinance 006-690 an Ordinance relating to the establishment of Civil Service positions for the employees of the City of Shepherdsville Division of Fire prescribing the duties and fixing the qualifications for said positions. Jim Burk was present to address the Council about litter being thrown around his subdivision by the Courier Journal. He says he has a paper box that it could be put in but they don’t use the paper boxes. Mayor Tinnell asked City Attorney Bill Wilson to write a letter to the Courier Journal about this problem. Sue Ray, 415 Pointe Boulevard was present to address the Council about drainage. She stated that City Engineer Spalding indicated to her that the problem would be addressed in the spring. Now he’s stated it would be addressed sometime this year. She is asking that this problem be taken care of immediately. Mayor Tinnell stated he would address this situation. Councilwoman Trina Summers stated this problem has been discussed by the Drainage Committee. Carolyn Puckett, 178 Beechwood was also present to address the Council about drainage. She stated her problems come from the Pointe Boulevard drainage problems and she would also like them addressed as soon as possible. Tommy Beckley, 990 W Blue Lick Road was also present to address the Council about drainage. He stated since Mallard Pointe has moved in dirt and two houses have been put in beside him and moved in dirt his property stays wet all the time. He is having problems with snakes, leaches, and crawdads. He asked that something be done to help him with this problem since the City approved the plans which caused the problems. Mayor Tinnell stated he and City Engineer Toby Spalding would look at tomorrow. Planning Commission Appointee Ben Robards reported there was one new case for Shepherdsville. Bluegrass Safe Storage, LLC and Doris and Elwood Dawson to rezone 40.88 acres, more or less, to IL Light Industrial and .60 acres, more or less, to R-2 Residential for property located at 412 Cedar Grove Road, property to the rear of 412 Cedar Grove Road and property abutting the west property line of 360 Cedar Grove Road from B-1 and Agricultural. Board of Adjustments Appointee Duane Price reported there was nothing new for Shepherdsville. City Engineer Toby Spalding stated that he had taken bids on a D4 Dozer. He recommended accepting the bid from Whayne Supply for $33,475. He stated it would be paid for out of the bond money. Trina Summers made motion to accept bid. Bonnie Enlow 2nd. Motion carried 5-0. City Engineer Spalding also stated there would be a public meeting on Wednesday at 6:30 p.m. at City Hall on the Highway 480 project. He encouraged all interested citizens to attend. Councilwoman Bonnie Enlow asked City Attorney Bill Wilson to find out if the closing of Salt River Plant Drive was handled correctly by the City. She stated she is getting calls asking that the road be reopened. Councilwoman Enlow asked if the cemetery (Hall Cemetery) on Fugate Lane that was cleaned up by the Boy Scouts was going to stay cleaned up by the City. Mayor Tinnell stated he has spoken with Jim McClure and his group is willing to take on another cemetery project. The City first needs to contact the owners of the cemetery to discuss this project. If the owners can’t be found the City will keep maintained. Councilwoman Bonnie Enlow made motion to pay City Attorney Bill Wilson’s revised invoice. Stacey Cline 2nd. Motion carried 5-0. Mayor Tinnell announced that starting on Monday, May 21st at 7:00 p.m. he is going to start the “Mayors Night In” program in the Council Chamber at City Hall. He asked that Department Heads or a representative from each department be present to answer any citizen question/concern. He stated this program would be held on the third Monday of each month and invited anyone with issues to attend. Councilwoman Trina Summers suggested dividing the City into areas so each Councilperson could handle a specific area. Mayor Tinnell asked for a motion to go into executive session to discuss litigation and personnel. Bonnie Enlow made motion to adjourn to executive session to discuss personnel and litigation. Stacey Cline 2nd. Motion carried 5-0. Bonnie Enlow made motion to return to regular session. Trina Summers 2nd. Motion carried 5-0. City Attorney Wilson stated discussion was held on litigation issues he has been advised how to proceed Mayor Tinnell stated there would be a Special Meeting of the City Council on Tuesday, April 17th at 5:30 p.m. to have second readings on the Ordinances read tonight.
