Pastor John Lehenbauer, Divine Savior Lutheran Church gave the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Tinnell called the meeting to order at 6:34 p.m.

 

In attendance were Council members Stacey Cline, Bonnie Enlow, Tony Miller, Margaret Moore, Faith Portman and Trina Summers.

 

Stacey Cline made motion to dispense with reading of 4/9/2007 regular meeting minutes and 4/17/2007 special meeting minutes. Bonnie Enlow 2nd. Motion carried 6-0. Trina Summers made motion to approve 4/9/2007 and 4/17/2007 minutes as printed. Bonnie Enlow 2nd. Motion carried 6-0.

 

Mayor Tinnell introduced the City’s new Code Enforcement Officer, James “Mac” McAuliffe and City Attorney Bill Wilson swore him in.

North Street
. City Engineer Toby Spalding stated the property in question is a dedicated right of way and never been used as a street and if the adjoining property owners agree to close it the City can release it. Molly Reeser was present and stated that she has purchased all the adjoining property. City Engineer Spalding then stated that a survey needs to be done and the City will release the right of way. City Attorney Wilson stated he has spoken to Mrs. Reeser’s attorney and they know what needs to be done.

 

Depp Rasner was present on behalf of Operation Bright & Beautiful to report there is going to be a clean up of Know Creek Road on the 28th. He stated the clean up held last weekend went very well and there were 14 bags along the Highway 44 and Interstate 65 ramp that needs to be picked up. Mr. Rasner thanked Public Works Foreman Jesse Walls for his help with the whiskey barrel project. Mayor Tinnell reported that the cupola that was to be placed on the new courthouse has been given to the City. He stated as soon as we can pick it up it will be moved to City Park.  Mr. Rasner stated that on the north side of Highway 44 the State cuts the grass approximately four times a year. He would like to ask the City if possible to cut along the sidewalks, blow the grass off the sidewalks and maybe weed-eat along this area.

 

City Engineer Spalding started there was nothing to report from the sewer progress meeting. He did however state that the pump station was nearing completion and would like to take the Council to see it and the next progress meeting.

 

Trina Summers made motion to approve April bills. Margaret Moore 2nd. Motion carried 6-0.

 

Pat Welsh was again present to address the Council about drainage. He stated he was told it would be fixed in April and he just doesn’t want to be pushed back. City Engineer Spalding stated that as soon as a crew can be freed up and a budget set for this project it would be worked on in the order it falls on the list determined by the Drainage Committee.

 

Planning Commission Appointee Ben Robards reported the rezoning request by Bluegrass Safe Storage, LLC and Doris and Elwood Dawson to rezone 40.88 acres, more or less, to IL Light Industrial and .60 acres, more or less, to R-2 Residential for property located at 412 Cedar Grove Road, property to the rear of 412 Cedar Grove Road and property abutting the west property line of 360 Cedar Grove Road from B-1 and Agricultural was approved with conditions: a six foot berm would be built and drainage would be north and east to the river.

 

Board of Adjustments Appointee Duane Price was not present at the meeting but did call to report there was nothing new for Shepherdsville.

 

Fire Chief Brad Whittaker reported that the ad for the open positions in the fire department was being written.

 

Police Chief Ron Morris invited the Mayor and Council to Roby’s DARE graduation on May 9th and 10:00 a.m. and Cedar Grove’s DARE graduation on May 17th at 9:30 a.m.

 

Councilwoman Trina Summers stated we need to start working on our budget. Mayor Tinnell stated he would like to spend some money in the parks. He stated that Jim McClure who is a volunteer is working on several ideas to present to the Council regarding the parks. Councilwoman Summers also asked if the City had written a grant to put sidewalks on

. The City Clerk stated that no grant was written to put sidewalks down

Councilman Tony Miller stated that he had received a list of delinquent accounts from Rumpke for trash pick up. He stated the debit is $20,000 plus. He stated he thinks the City should help collect this debt on trash bills so Rumple is not forced to raise rates at renewal.

 

Councilwoman Stacey Cline asked if PWF Walls went by to see Patricia McDonald. Code Enforcement Officer Mac went by to talk with Ms. McDonald but she was not home. He will try again until he speaks to her.

 

Councilwoman Faith Portman thanked everyone for the cards and prayers in her time of loss.

 

Councilwoman Bonnie Enlow stated that the police department had caught people vandalizing and commended them on a good job.

 

Ed Oglesby was present to address the Council about traffic on

Beech Grove Road
. He stated it needs a light. Mayor Tinnell stated this is a
State Road
and the City has no jurisdiction on putting a light up. City Engineer Spalding stated a traffic count has been done by the State; but he feels the by pass will solve a lot of problems when it’s complete. Mr. Oglesby also asked when the City was going to take over the roads in Emily Brook subdivision. Mayor Tinnell stated he thinks the City should fix the roads and sidewalks and take over.

 

Mayor Tinnell asked for a motion to go into executive session to discuss litigation and possible property acquisition. Trina Summers made motion to adjourn to executive session to discuss litigation and possible property acquisition. Faith Portman 2nd. Motion carried 6-0.

 

Margaret Moore made motion to return to regular session. Bonnie Enlow 2nd. Motion carried 6-0. City Attorney Wilson stated there was no decision on litigation or property acquisition.

 

Faith Portman made motion to adjourn. Stacey Cline 2nd. Motion carried 6-0. Meeting adjourned at 9:05 p.m.
