February 18, 2008 SPECIAL MEETING RESCHEDULED FROM CANCELED FEBRUARY 11TH MEETING Pastor of Family Day Ministries and Shepherdsville Police Office Mike Miller gave the invocation.
The Pledge of Allegiance to the Flag was said. Mayor Tinnell called the meeting to order at 6:33 p.m. In attendance were Council members Stacey Cline, Bonnie Enlow, Tony Miller, Margaret Moore, Faith Portman, and Trina Summers. Stacey Cline made motion to dispense with reading of 1/28/2008 regular meeting minutes. Faith Portman 2nd. Motion carried 6-0. Faith Portman made motion to approve minutes as printed. Bonnie Enlow 2nd. Motion carried 6-0. Mayor Tinnell reminded everyone about the City’s first Easter Egg Hunt to be held at First Street Park on March 15th from 9:00-11:00 a.m. He encouraged everyone to bring their children to the event. Councilwoman Faith Portman stated that donations of money, candy, eggs, etc. would be appreciated. Mayor Tinnell announced that the City had received a check in the amount of $25,000 from Flynn Brothers and Summit Construction for the City Park Amphitheater. He stated Johnson and Johnson had given the City $2500 to go toward the park and the City had received commitments from Lowes and Zappos. City Attorney Bill Wilson had second reading of Ordinance 008-(number to be assigned) annexing property owned by Happy Cahoe located on Highway 44 East. Tony Miller made motion to open for discussion. Stacey Cline 2nd. Motion carried 6-0. There being no public comment or discussion Tony Miller made motion to approve annexation. Faith Portman 2nd. Motion carried 6-0. (This Ordinance will be numbered 008-739.) The City Clerk reported there were no bids received on the gas and diesel fuel. The Council gave instruction to re-bid and have the invitation to bid hand delivered to each gas station in the City by the Public Works Department. Discussion followed on gym use. Councilwoman Trina Summers highlighted some of the points that were brought out in the special meeting on the gym. Topics discussed were whether to charge or not for using the gym; whether to hire a monitor to oversee the gym; alarming the doors; scheduling; and gym rules. Everyone agreed that anything regarding the gym could be changed at any time without notice. The City Clerk reported that the Police Clerk Michaela Frank had ordered the alarms and the emergency exit only signs for the doors and gotten prices for the two banners that will have the gym rules on them. Councilwoman Stacey Cline stated she had a problem with the schedule. She feels the gym should be open all the time eliminating the need for a schedule. Councilwoman Faith Portman agreed. After further discussion it was decided the gym would be open from 8:00 a.m. to 8:00 p.m. with all play all the time and a monitor will be hired on a part time basis to oversee the gym. Mayor Tinnell suggested using one of the part time employees who were just laid off to monitor the gym. Councilwoman Trina Summers asked is a separate code could be set up to keep track of the gym monitor’s salary. The City Clerk stated she didn’t think that was a problem but she would check with the Treasurer. Planning Commission Appointee Daryl Lee reported there was one case for Shepherdsville. Bullitt Stockyards, LLC has requested a zoning change from B-1 Highway Business to IG General Industrial for 8 acres, more or less, located at 1825 S Preston Highway. Board of Adjustments Appointee Duane Price reported there was nothing new for Shepherdsville at this time. Mayor Tinnell asked for a motion to adjourn to executive session to discuss property acquisition. Faith Portman made motion. Tony Miller 2nd. Motion carried 6-0. Faith Portman made motion to return to regular session. Stacey Cline 2nd. Motion carried 6-0. Faith Portman made motion to authorize planning expenditures and financing options for one project. Bonnie Enlow 2nd. Motion carried 6-0. Faith Portman made motion to authorize planning and financing options for one project. Bonnie Enlow 2nd. Motion carried 6-0. Bonnie Enlow made motion to adjourn.
