Pastor Randy Pace, Family Worship Center gave the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Tinnell called the meeting to order at 6:33 p.m.

 

In attendance were Council members Stacey Cline, Bonnie Enlow, Faith Portman, and Trina Summers.

 

Stacey Cline made motion to dispense with reading of 2/18/2008 special regular meeting minutes. Trina Summers 2nd. Motion carried 4-0. Trina Summers made motion to approve minutes as printed. Faith Portman 2nd. Motion carried 4-0. 

 

Mayor Tinnell again reminded everyone about the City’s first Easter Egg Hunt to be held at First Street Park on March 15th from 9:00-11:00 a.m. He encouraged everyone to bring their children to the event.

 

Mayor Tinnell announced that anyone interested in helping fill Easter eggs we will meet at City Hall on Saturday, March 1st at 10:00 a.m. Councilwoman Faith Portman stated that donations of money, candy, eggs, anything would be appreciated.

 

Isaiah Sharp, 420 Stony Wynde was present to address the Council about the gym. He stated he had recently written a letter to the Mayor and Council thanking them for use of the gym. He stated he feels that by having “open gym” all the time which has been suggested will penalize people, such as his group, who use the gym on Fridays from 6:00-9:00 p.m. He feels teenagers will fill the gym all the time. , feels if the gym is open all the time it will open it up for more damage and he feels the proposed schedule is a good idea and they would be willing to watch out for the gym while they were there. (Margaret Moore came in at this time.) Councilwoman Stacey Cline stated she does not like limiting 16 years and up play; she feels it’s not fair to younger kids. Councilwoman Trina Summers told Mr. Sharp and Mr. Urwin to keep coming at their scheduled time. Councilwoman Bonnie Enlow feels time slots that are now filled should be allowed to keep them and that school teams should be taken care of by the schools. Mayor Tinnell stated we need to put the gym rules in place and that the City will honor any commitment made. This group will use the gym on Friday from 6:00-9:00 and look out for the gym. The City will put monitors in place so we can have the gym open later. Bonnie Enlow made motion to adopt the gym rules. Faith Portman 2nd. Motion carried 5-0.

 

City Attorney Bill Wilson had first reading of Ordinance 008-(number to be assigned) on rezoning request by Bullitt Stockyards, LLC to rezone 8 acres, more or less, from B-1 Highway Business to IG General Industrial for property located at

1825 S Preston Highway
. Attorney Joe Wantland was present on behalf of the applicants, Russell Price and Shawn Garver. Mr. Wantland stated that the Planning Commission voted unanimously to approve IG. The applicant brought use of the property into compliance and can see its future use as a recycling center. Mr. Wantland stated nothing will be stored outside and nothing is going to be discharged.

 

City Attorney Wilson had first summary reading of Ordinance 008-(number to be assigned) on Stormwater Quality Management. Mayor Tinnell suggested that if the Council had any questions to get in touch with Wastewater Treatment Plant Superintendent Mike Schroeder who will contact Jimmy Stahl with URS Corp. to get questions answered. The Mayor stated he would like any comments to Mike or City Attorney Wilson by Monday, March 3rd.

 

Faith Portman made motion to pay February bills. Stacey Cline 2nd. Motion carried 5-0.

 

 

 

Planning Commission Appointee Daryl Lee reported there was nothing new for Shepherdsville at this time.

 

Board of Adjustments Appointee Duane Price reported there was nothing new for Shepherdsville at this time.

 

Code Enforcement Officer Mac McAuliffe reported that he is working on the drainage problem at the

Raymond Road
gas station on Highway 44 West.

 

Councilwoman Trina Summers thanked the Public Works Department for filling the pot hole on

2nd Street
. She also stated since we have an abundance of young children who come with their parents to use the gym to add an indoor playground to accommodate them by adding a room onto the building.

 

Councilwoman Stacey Cline asked if the alpha card system that was purchased was being used to make employee badges. Fire Chief Brad Whittaker stated it was. Several departments have new badges already. She asked if the City had made badges for EMS. Chief Whittaker stated we had not made badges for any other company but they had considered doing that in exchange for other services such as EMS providing City workers with CPR training. Police Chief Puckett stated the police department has someone on staff who can give CPR training. Councilwoman Faith Portman stated that was okay but she did not want to be making badges for everybody. That would be to expensive

 

Mayor Tinnell stated he wanted all department heads to start an inventory of items to be surplused and have it to him by mid March. He would like to have an auction the first week in April.

 

Councilwoman Trina Summers stated he needed to go into executive session on a personnel matter and City Attorney Wilson stated we needed to discuss property acquisition. Mayor Tinnell asked for a motion to adjourn to executive session to discuss property acquisition and personnel. Trina Summers made motion. Stacey Cline 2nd. Motion carried 5-0.

 

Faith Portman made motion to return to regular session. Stacey Cline 2nd. Motion carried 5-0. City Attorney Wilson stated that the Council had given authority to Treasurer Maxine Jeffries to submit applications to the Kentucky League of Cities for two bonds relating to property acquisition that the City is considering and there was no decision on personnel.

 

Faith Portman made motion to adjourn. Margaret Moore 2nd. Motion carried 6-0. Meeting adjourned at 8:46 p.m.
