MINUTES REGULAR COUNCIL MEETING

MONDAY, April 28, 2008

 

 Councilman Tony Miller said the invocation.

 

The Pledge of Alliance to the flag was said

 

Mayor Tinnell called the meeting to order at 6:30 p.m.

 

In attendance were Council members Stacey Cline, Bonnie Enlow, Tony Miller, Margaret Moore, Faith Portman and Trina Summers.

 

Ms. Portman made the motion to dispense of the reading of the minutes from the April 14th, 2008 City Council meeting.  Mr. Miller 2nd.  Motion carried 6-0.  Ms. Cline made the motion to approve the minutes as presented.  Ms. Enlow 2nd.  Motion carried 6-0

 

Mayor Tinnell reminded everyone that the National Day of prayer will be May 1st at First Street Park at noon.  He also commented  that the 1st  Annual Car Show was very successful it was at First Street Park on April 26th.  Bill Wilson presented Gene Travis with a certificate of appreciation for his hard work and dedication to the car show.

New Business:

 

Motion by Ms. Cline to approve the bills presented for April.  2nd by Ms. Portman.  Motion carried 6-0.

 

Attorney Bill Wilson read Resolution No. 4, Series 2008 approving the agreement with Qk4 for Highway 480. Motion by Ms. Portman to approve.  2nd by Ms. Cline.  Motion carried 6-0.

 

Attorney Bill Wilson read Resolution No. 5, Series 2008 approving the application with the Kentucky Body Armor Program. Motion by Ms. Enlow to approve.  2nd by Ms. Cline.  Motion carried 6-0.

 

Attorney Bill Wilson read Ordinance No. (to be assigned) -008 approving/denying re-zoning for Rolling Acres Farm.  Second reading will be May 12th.

 

Sign in speakers:

Benny Hadley stated that he feels the City needs additional police officers.  This past weekend he had several air conditioner units stolen from new homes he is in the process constructing.  He feels this could possibly deter theft in the community.  Chief Puckett stated he has put in for 3 additional officers in his 2008-2009 budget,

 

Steven Dockery approached the Mayor and Council about possibly purchasing the alley that is behind his property on

2nd Avenue
.  He was referred to call Bill Wilson at his office.

 

Terry McGauley approached the Mayor and Council about possibly using First Street Park to train her recovery dogs.  The dogs are used to locate unmarked graves.  She was referred to David Strange with the County, possibly he could help her with an area that may be in question.

 

 

 

Reports:

Attorney Wilson stated that Mayor Tinnell, John Bradley and himself are going to attend a stormwater class on Wednesday with the Department of Water at 1:00 p.m.. 

Departmental Reports:

Chief Brad Whittaker stated he had 22 people complete 60 hours of swiftwater training 18 of which were Shepherdsville employees.  He stated the class was free for attendees.  He also stated that he will be seeking grant funding to do additional training.

 

Jim McAulliffe reported that the 1st  Annual Car Show was very successful.

He also reported that he has been working on the following projects:

1. He and the Fire Department inspected the pallet company and they where not in compliance and they    cited them for 10 violations. 

2. He is working with Bill Wilson on an ordinance for repair shops.  The purpose is to prevent them from becoming mini junk yards.

3. He has approached about the people in the trailer at Bluegrass Saddle club and it will be removed within 10 days.

5. There are auto parts in the woods at First Street Park not sure where they came from but is working on getting a crew of inmates to clean it up.

 

Chief Doug Puckett reported that they have a new tip line and have already solved a case from information received on it.

  

Council reports:

Ms. Enlow reported that she attended the swift water training and video taped it.  She said it was very impressive.  She also asked Bill Wilson to look over the contracts with Settlers Point Business Park.  She wanted to know why we have taken over the street lights and streets if we are in an “Owners Association” .

 

Ms. Portman thanked everyone for their help during their time of grief with the loss of her mother-in-law.  She also stated that she has been approached for speed bumps for Abbott and

Plum Street
due to speeders.  Mayor  Tinnell responded that we can not put speed bumps on public streets, but perhaps we could set up radar.  Ms. Portman also asked about the sidewalks on
Beechgrove Road
and why are they seeking easements on the Northside.  Jr. Bright responded by says the grant we got to do the sidewalks states it is for the Northside of Beechgrove.  Bill Wilson is going to look at that.  She also requested that someone look at
171 Carpenter Street
she said they have a drainage problem there.  She also suggested to Mr. Bradley that he have the people who are cutting the grass in the park to work in pairs that way if someone gets hurt someone else would be there.

 

Ms. Cline asked Jim McAulliffe about Honeysuckle Mobile Home Park.  She said that it is regressing to the way it was before and that the new owner never completed the repairs from last year. He said he would look into it.

 

Ms. Summers thanked the police department with their help in regards to a person in a wheelchair on the ramp from the interstate.  She also stated the county extension office is looking for a group of people to identify historical buildings in Bullitt County and if anyone is interested to call Ruth Chowning at the county extension office.

 

Motion to adjourn by Ms. Portman, Seconded by Ms. Cline.  Motion carried. Meeting adjourned at 8:12 p.m.
