Special Meeting

Meeting called to order at 6:40 p.m.

 

Council members present were:  Stacey Cline, Bonnie Enlow, Tony Miller, Faith Portman, Margaret Moore and Trina Summers. 

 

Attorney Bill Wilson reading second reading of Ordinance 008-747-approving the sale of distilled spirits, beer and wine at retail, by the drink on Sunday at restaurants and dining facilities.

 

Motion by Ms. Cline to read both ordinances and then have discussion and vote.  Ms. Portman 2nd. Motion carried 6-0.

Combined statement in brief:

In order for the good sit down restaurants to come Shepherdsville needs Sunday alcohol sales by the drink.  It is a matter of economics for the community.  This ordinance will enhance eating establishments and keep people in Shepherdsville to eat rather than driving to other communities that allow Sunday alcohol sales.

 

Spoke Against:

Reverend Randy Pace, Duane Price, John Underwood and Beverly Pace.

Combined statement in brief:

Sunday is the Lord’s day.  Everyone can already get alcohol the other six days. Rev. Pace also had a newspaper article that quoted four large restaurant chains as saying they go by demographics.  They look for local attractions, shopping centers, etc. before deciding where to put a restaurant.

 

Motion by Ms. Portman to approve Ordinance 008-747 as read.  Ms. Cline 2nd.

 

Roll call vote:

 

Ms. Cline-Yes-Church does not play a part in this vote.  This issue came to her attention during the campaign in May.  She received 22 letters all in favor.

 

Ms. Enlow-No-Feels this should be put on ballot for the citizens to decide.  Over the last 30 years the nation has allowed God to be pushed away.  She will not deny him. Restaurants will come whether we have Sunday sales or not.  The demographics in this area do not support the larger chain restaurants.

 

Mr. Miller-No-Said the letters he received were more for restaurants than for the sell of alcohol.  Feels it needs to be put on the ballot.

 

Ms. Moore-No-Said it is a tough decision.  She wants the restaurants but not the alcohol.  Remember the Sabbath day and keep it holy.

 

Ms. Portman-Yes- She has received 29 letters and 4 phone calls all in favor.  We need this for the city to continue to grow.  She stated that when she was campaigning in the election that 95% of the people she talked to felt that Sunday Alcohol sales is what the city needs to attract sit down restaurants.

 

Ms. Summers-Yes-Feels this ordinance needs to pass for the economics of the City.

 

Tie Vote 3 yes 3 no

 

Breaking the tie-Mayor Tinnell-No-Stated he already has a good sit down steak house coming without Sunday Alcohol sales.  He asked the people to look around at the recent progress in the City.  He himself was a previous bar owner and does not feel that the 6 or 7 hours that Sunday sales would allow could make or break a restaurant. Motion Failed

 

Motion by Ms. Portman to approve Ordinance 008-748- approving the sale of distilled spirits, beer and wine at retail, by the drink on Sunday at golf courses. Ms. Cline 2nd.

Tie vote 3 yes 3 no.   Mayor Tinnell vote no to break the tie.  Motion failed.

 

Motion by Ms. Summers to adjourn.  Ms. Portman 2nd.  Motion carried 6-0.  Meeting adjourned at 7:40.
