MINUTES REGULAR COUNCIL MEETING

MONDAY, July 28, 2008

 

 Councilman Tony Miller said the invocation.

 

The Pledge of Alliance to the flag was said

 

Mayor Tinnell called the meeting to order at 6:30 p.m.

 

In attendance were Council members Stacey Cline, Bonnie Enlow, Tony Miller, Margaret Moore, Faith Portman and Trina Summers. 

 

Ms. Cline made the motion to dispense of the reading of the minutes from the July 14, 2008 City Council meeting.  Ms. Enlow 2nd.  Motion carried 6-0.  Ms. Enlow made the motion to approve the minutes as presented.  Ms. Cline 2nd.  Motion carried 5-0.  Ms. Moore abstained due to her absence.

 

Ms. Enlow  made the motion to dispense of the reading of the minutes from the July 21, 2008 Special City Council meeting on property acquisition.  Mr. Miller 2nd.  Motion carried 6-0.  Ms. Portman made the motion to approve the minutes as presented.  Mr. Miller  2nd.  Motion carried 6-0

 

Ms. Cline made the motion to dispense of the reading of the minutes from the July 21, 2008 Special City Council meeting on alcohol sales.  Ms. Portman 2nd.  Motion carried 6-0.  Ms. Summers made the motion to approve the minutes as presented.  Ms. Cline 2nd.  Motion carried 6-0. 

 

Ms. Cline made the motion to dispense of the reading of the minutes from the July 24, 2008 Special City Council meeting on property acquisition.  Ms. Enlow 2nd.  Motion carried 5-0.  Ms. Moore abstained due to her absence. Ms. Portman made the motion to approve the minutes as presented.  Ms. Enlow  2nd.  Motion carried 5-0. Ms. Moore abstained due to her absence.

 

Jim McAulliffe  made a presentation to Ray & Lynn Walls for all their hard work at the cemetery. He also gave a brief history of the cemetery.

 

Chief Puckett introduced the 5 new police officers. Attorney Bill Wilson administered the oath of office to David Smith, Tim Wade, Kevin Roy and Kenneth Waters.

 

Old Business:

Attorney Bill Wilson read the second reading of Ordinance 008-749 Repealing Ordinance 007-736.  Ms. Enlow made the motion to approve the ordinance as read.  Second by Ms. Moore.  Ms. Caroline Shepherd spoke in favor of the ordinance.  Ms. Karen Deakins (property owner)  spoke against the ordinance. Vote was Ms. Enlow and Ms. Moore yea, Ms. Summers, Ms. Cline and Mr. Miller nay and Ms. Portman abstained due to personal connection with the property owner.  Motion failed.

 

New Business:

 

Attorney Bill Wilson read  first reading of Ordinance 008-751 approving rezoning for Samuel and Vicki Dever.

 

A Parade permit was presented by Depp Rasner for

Blasting Down Buckman Street
on August 1, 2008.  Motion by Ms. Portman to approve the permit.  Ms. Summers 2nd .  Motion carried 6-0.

 

Attorney Wilson asked the council that if they had any questions or suggestions on the Memorandum of Agreement with the Browning Group that they needed to asked them in open session because there will not be any more executive sessions in regards to this matter.

 

Ms. Summers asked if they needed a motion to authorize the Mayor to negotiate the Qk4 contract on the South Bullitt Sewer Expansion.  The Mayor said he was not ready to negotiate until the City has a signed agreement with the other parties involved.

 

Motion by Ms. Summers to approve payment for any outstanding invoices with Qk4 in relation to the South Bullitt Sewer Expansion project.  Ms. Portman 2nd.  Motion carried 6-0.

 

Attorney Eric Farris asked that the Council call for a motion to table Ordinance 008-750  approving the rezoning for the Browning Investments.  Ms. Portman made the motion that the ordinance be tabled.  Ms. Cline 2nd.  Motion carried 6-0.

 

Departmental Reports:

Jim McAulliffe reported that he working on something to help regulate car lots.

 

Council reports:

Ms. Cline asked about street signs in Oakgrove subdivision.  Chuck responded that the sign posts just came in and that they would be working on them this week.

 

Ms. Portman asked the code enforcement officer about the body shop on Salt River.  He responded that he had contacted them and they are suppose to clean up.  He added that we need to consider fencing regulations.

 

Ms. Enlow said she got a call from a resident on

2nd Street
that someone came and trimmed their tree and now they have died.  The Mayor said LG&E was trimming trees in that area, he may want to call them.

 

Motion to adjourn at by Ms. Portman,  Ms. Cline  2nd.   Motion carried 6-0. Meeting adjourned at 7:45 p.m.
