MINUTES REGULAR COUNCIL MEETING

MONDAY, September 22, 2008

 

Pastor Jimmy Dock from New Life Worship Center said the invocation.

The Pledge of Alliance to the flag was said

Mayor Tinnell called the meeting to order at 6:30 p.m.

 

In attendance were Council members Stacy Cline, Bonnie Enlow, Tony Miller, Margaret Moore, and Trina Summers.  Faith Portman was absent.  City Attorney Bill Wilson was absent and Attorney John Woolridge was in attendance to represent Mr. Wilson.

 

Ms. Enlow  made the motion to dispense of the reading of the minutes from the September 8, 2008 City Council meeting.  Ms. Moore 2nd.  Motion carried 5-0.  Ms. Cline made the motion to approve the minutes as presented.  Ms. Enlow 2nd.  Motion carried 5-0.

 

Mayors Annoucements:

Mayor Tinnell reminded everyone about the Public Meeting on the traffic study which will be Thursday, September 25, 2008 at 6:30 p.m. at City Hall.

 

Old Business:

Attorney  John Woolridge read Resolution 008-008-Establishing Hazardous Duty Positions in the Fire and Police Department for employees hired after September 1, 2008.  Motion to approve as read by Mr. Miller.  Ms. Enlow 2nd.  Motion carried 5-0.

 

Attorney John Woolridge read second reading of Ordinance 008-753-setting personal property tax rate for 2008.  Motion to approve by Ms. Summers.  Mr. Miller 2nd.  Motion carried 5-0.

 

Attorney John Woolridge read second reading of Ordinance 008-754 setting real property tax rate for 2008.  Motion to approve by Ms. Enlow.  Ms. Cline 2nd.  Motion carried 5-0.

 

New Business:

Attorney John Woolridge read Resolution 008-009 establishing a common access and utilities agreement with Industrial Distributors.  Motion to approve by Ms. Summers. Ms. Enlow 2nd.  Motion carried 5-0.

 

Motion was made by Ms. Summers to approve the appointment of Jerry Pile to the position of Alcohol Beverage Control Officer to fill the vacancy due to the resignation of Tom Rosselli.  Ms. Cline 2nd.   Motion carried 5-0.  Oath of office was given to Jerry Pile by Attorney John Woolridge.  Mr. Woolridge also gave the oath of office to Ken Smith for his recent appointment to the Civil service board.

 

Motion by Ms. Cline to approve the bills presented to be paid for the month of September.  Ms. Enlow 2nd.  Motion carried 5-0.

 

Sign-in Speakers: 

Joe Hurst with the Kingdom Hall questioned the council on their recent connection to the sewer system due to the construction of their new building.  He said he was charged $9,000.00 by the city to hook onto the sewers but there was no sewers to hook onto.  They had volunteers do the work but had to pay for manholes and pipe.  He asked the city to consider refunding a portion of the fees.  Attorney Woolridge suggested that the church can charge other people to hook to their line in the future, but said they could discuss this further with the city.

 

Neal Gish was here to ask questions about the new garbage haulers.  He was not aware that the City was changing haulers and wanted to know why the decision was made to change.  Ms. Summers responded that Rumpke wanted to add fuel charges and with Eco-tech the monthly charge is a little less over the four years for residential customers.  Ms, Enlow responded that citizens wanted recycling and Eco-tech had the best program.  His main concern is that Eco-tech is an “out of town” company.  Tim Myers with Eco-tech responded with Rumpke is also an “out of town” company, but they both have local operations.

 

Departmental Reports:

Fire Chief Whittaker advised the Council that the Fire Department has been awarded a $650,280 grant that would enable them to hire the remaining 6 fulltime firefighters.  It is a matching grant with the city matching with 10%  the first year and it progresses each year thereafter.

 

Police Chief Puckett responded to the questions and comments the council had at the September 8, 2008 meeting about vandalism.  He had talked to Bullitt Central and they said they have only had two instances and was not familiar about some of the allegations that was made.  Ms. Cline told the Chief who the person was who told her the information.  The police department has set up a special meeting Wednesday September 10th, with the residents in the affected neighborhood.  Officers are going door to door with flyers to inform everyone of such meeting.

 

Council reports:

 

Ms. Enlow, Ms. Moore and Ms. Summers wanted to thank everyone for their hard work during and after the recent storm.

 

Ms. Cline said she has had several calls about the new commercial garbage rates being higher.  She knows she was not there the night that it was voted on.  She also asked that Tom Barr correct the rate that was quoted for Rumpke  in the newspaper from $9.52 to $9.82 for the 3rd and 4th year.

 

Motion to adjourn at by Ms. Cline,  Ms. Moore 2nd.   Motion carried 5-0. Meeting adjourned at 7:55 p.m.
