MINUTES REGULAR COUNCIL MEETING CITY OF SHEPHERDSVILLE 634 CONESTOGA PARKWAY SHEPHERDSVILLE, KY 40165 MONDAY, October 13, 2008
Pastor John Lehenbauer from Divine Savior Lutheran Church said the invocation. The Pledge of Alliance to the flag was said Mayor Tinnell called the meeting to order at 6:30 p.m. In attendance were Council members Stacy Cline, Bonnie Enlow, Tony Miller, Margaret Moore, Faith Portman and Trina Summers. Ms. Cline made the motion to dispense of the reading of the minutes from the September 22, 2008 City Council meeting. Ms. Enlow 2nd. Motion carried 5-0. Ms. Portman abstained due to her absence. Ms. Summers made the motion to approve the minutes as presented. Ms. Cline 2nd. Motion carried 5-0. Ms. Portman abstained due to her absence. Mayors Annoucements: None Old Business: None New Business: Sign-in Speakers: Roy Jenkins-227 Cedargrove Road asked for sidewalks to be considered on Hwy 480C he said there is no where to get off the road if on a bike or walking and there is a lot of semi and large truck traffic. Mayor suggested that the council go by and look at this situation. Ronald Akridge-235 Beechgrove Road-he first asked about when was Gene Hatzell Road from 44 to the river reopened. He then asked about the closing of Salt River Plant Road. Ms. Cline responded by saying that the city had received a petition with all of the people on Salt River Plant Road signing it requesting it be closed due to the safety of the families that live there. She said there are several families with small children and a lot of speeding going on and that the road was not in very good shape. He said with only 4 families on that road did the city take into consideration the people on Beechgrove Road and how the closing would affect them? Ms. Portman responded that the city posted a sign advising the residents of Beechgrove Road of the closing. Ms. Akridge responded by saying the sign was there after the decision was made and it did not indicate that the closing would be temporary or permanent. Ms. Enlow and Mayor Tinnell both responded that the city is in the process of a transportation study in that area and that it should be completed in early November. They will know more about want needs to be done in that area after the study is complete. John Eddington Jr.-572 Beechwood Avenue-Point Subdivision-reported that the drainage work that had been done in the subdivision by city employees has caused water to back up and stand around his house. He said the City hauled 16 loads of dirt to a neighbors and it has caused the water to run off onto his property. Attorney Bill Wilson advised him that he is working on an open records request made by Mr. Eddington and that if he will wait until he completes the request, perhaps he will have all of his questions answered. Ms. Portman said she is familiar with the situation and feels there is a problem. Ms. Cline agreed. She said she feel the drainage committee needs to take another look at it. Attorney Eric Farris reported that the county should be submitting a text amendment for a public hearing in regards to the above ground storage tanks. We should have the amendment prior to the meeting on October 27.
Departmental Reports: John Bradley MS4 coordinator reported he has mapped 2100 points in the city. He said the complete project will take some time. He said he is less than 1/3 complete. He is also working with Gayla to get pertinent information on the web-site. Attorney Bill Wilson said the revised GFS agreement he sent the council earlier in the week is consistent with the original and will probably act on it at the next council meeting. Attorney Bill Wilson administered the oath of office to Bill Murray of the Ethics Committee. Council reports: Ms. Portman asked Chuck Keith, Public Works director about the work they have been doing over on Arrowhead. She had gotten a call asking why it had been stopped. Mr. Keith said they had not been working over there that it apparently was someone else. Mr. Miller asked about a problem with weeds at 44 and Fugate. Mr. Keith advised that the public works department had cleaned that area up today. Motion was made by Ms. Cline to go to executive session to discuss property acquisition and possible litigation. Ms. Summers 2nd. Motion carried 6-0. Executive session began at 7:20 p.m. Motion was made to reconvene to regular session by Ms. Cline at 8:30 p.m. Ms. Portman 2nd. Motion carried 6-0. Attorney Bill Wilson advised that the council had discussed by property acquisition and possible litigation and no decisions were made. Motion to adjourn at by Ms. Portman, Mr. Miller 2nd.
