MINUTES REGULAR COUNCIL MEETING

MONDAY, October 27, 2008

 

Jerry Pile said the invocation.

The Pledge of Alliance to the flag was said

Mayor Tinnell called the meeting to order at 6:36 p.m.

 

In attendance were Council members Stacy Cline, Bonnie Enlow, Margaret Moore, Faith Portman. Trina Summers and Tony Miller was absent.  Attorney John Woolridge was sitting in for Bill Wilson. 

 

Ms. Enlow made the motion to dispense of the reading of the minutes from the October 13, 2008 City Council meeting.  Ms. Portman 2nd.  Motion carried 4-0.   Ms. Cline made the motion to approve the minutes with a correction.  Ms. Moore 2nd.  Motion carried 4-0.

 

Mayors Annoucements:

Waste Water Superintendent Mike Schroeder made a presentation to the City of an award that had been presented to the Waster Water treatment plant.  He thanked Jerry Croan, Bobby Donaldson, Pat Welsh and Jeff Miller for their dedication.  It is thru their dedication and hard work that enables the plant to receive the award.

New Business:

 

Attorney John Woolridge read Resolution 008-010 approving the lease for the financing of a bond for the South Bullitt interceptor project and the new Waste water treatment plant.  Motion to accept by Ms. Portman.  Ms. Enlow 2nd.  Motion carried 4-0.

 

Attorney John Woolridge read Resolution 008-011 approving incentives for Alliance Entertainment.  Motion to accept by Ms. Portman.  Ms. Enlow 2nd.  Motion carried 4-0.

 

Motion to approve the payment of bills for the month of October by Ms. Moore.  Ms. Enlow 2nd.  Motion carried 4-0.

Carol Lee thanked the Mayor and City Council and the City workers for the clean up they did on

Arrowhead Court
.  She said everything looks great.

 

Steve Brown from Oak Grove complained about he lack of police presence in his neighborhood.  He said there is a definite problem with speeders.  He also said he has been trying to get in touch with Troy Armstrong for months to set up a block watch program.  Chief Puckett responded that Troy had been on vacation then in training but he will see that he gets back with him.  He also said that they have set up radar in the neighborhood a few times and did indeed write several tickets, but that he does not have manpower to it someone over there everyday.

 

Jerry Parker-Salt River Plant Dr.-said the closing of the road was done because the speeders and small children.  Several homes are very close to the road and presents a hazard.  The residents presented the city with a petition at the time the decision was made.  He does not want the road reopened and wants the city to reconsider reopening the road. 

 

Ronald Akridge-235 Beechgrove Road-
said he was at the last meeting and was told that the reason Salt River plant Dr was closed was because a petition was presented to the city, but there was no mention of it in the minutes.  He feels it was not closed legally and should be reopened.  He also asked about the old house on the corner of
Salt River Plant Drive
and
Beechgrove Road
.  He wants to know what Code enforcement was doing on that.  He also reported a strong sewer smell at Maraman Funeral Home.  He also reported cars drag on the storm drain on Gene Hatzell.  The Mayor responded that he needs to come by or call city hall and register his complaints and they will be routed to the proper person/department.  Mike Schroeder responded that the next plant upgrade would address the sewer smell.

 

Duane Price reported that Gaston Furniture is in the process of combining both of their properties.

 

Council reports:

 

Ms. Moore thanked those who presented complaints to the council and said the city needs to address them.

 

Ms, Enlow advised the police chief that Troy’s wrecker service should be taken off our list.  He responded that they have already been removed.  She also read a letter she had sent to the editor of the Pioneer news explaining the recent decision on the waste removal to Eco-Tech.

 

Ms. Cline asked why the garbage bids were not advertised.  The City clerk responded that because the company’s are unique and the City does not spend $20,000 or more on the franchise it was not necessary, so the bid packages were mailed to all waste haulers in the area.  She also said she feels all city employees need to make sure they have and ID made by the fire department.

 

Mayor Tinnell wished everyone luck in the up coming election

 

Motion to adjourn at by Ms. Enlow,  Ms. Portman 2nd.   Motion carried 4-0. Meeting adjourned at 7:35 p.m.
