MONDAY, February 23, 2009

 

Officer Tim Wade said the invocation.

 

The Pledge of Alliance to the flag was said

 

Mayor Tinnell called the meeting to order at 6:30 p.m.

 

In attendance were Council members Don Cundiff, Scott Ellis, Bonnie Enlow,  Larry Hatfield, Tony Miller, and Alan Wetzel

 

Mr. Cundiff made the motion to dispense of the reading of the minutes from the February 9, 2009 City Council meeting.  Mr. Wetzel 2nd.  Motion carried 6-0.  Mr. Hatfield made the motion to approve the minutes as presented.  Ms. Enlow 2nd.  Motion carried 6-0. 

 

Mayor Tinnell said that Different Strokes Golf Course donated about $100,000 worth of lighting to the new park project.  The City had to pay just $100 for the lights.

 

Old Business:

Jr. Bright made the recommendation to the council to award the bid for the electrical for the influent pump station to Delta Services.  Their bid was $232,160. This project will remove 9 pump stations.  Work is expected to be 60-90 days.  Motion to accept Delta Services bid by Mr. Hatfield.  Ms. Cundiff 2nd.  Motion carried 6-0.

 

New Business:

Attorney Bill Wilson read first reading of Ordinance 009-763-relating nuisances in the City of Shepherdsville.

 

Attorney Bill Wilson read Resolution 009-003 urging a moratorium on home foreclosures and Congressional enactment of a homeowners and bank protection act.  Several council members questioned why the City is getting involved in this.  The decision was made to not take any action on this matter.

Mary Baugh-questioned the notice she had received in regards to the property she owns on

.  Bill Wilson said the City is needing a 6 foot easement on the 3 acres she owns on
Old Ford Road
.

Bill Wilson referred her to Junior Bright and perhaps he could meet her on the property and explain to her where on her property the easement will be.

 

 

Planning & zoning update- NONE

 

Board of Adjustment update-NONE

 

Departmental Reports:

Chuck Keith advised the council members that he had checked with LG&E about the question they had about who is responsible to paint the street light poles.  He said he talked to Bill Cox at LG&E and he told him that the poles belong to them and that he would add them to the maintenance list to be painted but could not say when this could be completed.

 

Chuck also asked when should the works department stop picking up tree debris.  He said they have done the entire city two or three times and people keep putting more out.  The Council decided that the last day for debris pick up will be Friday March 27th.

 

Maxine Jeffries advised the council that she had met with Kirby Ramsey with Kentucky League of Cities about safety classes that employees could take online at a cost of $7.50 per credit hour.  Don Cundiff and Alan Wetzel said that would be more cost effective than sending someone out to take the class.  Bonnie Enlow stated some of the classes she sees can be given free by members in both the Police and Fire Departments.  Maxine is going to meet with other departments and see what they have available before pursuing it further.

 

Jim McAuliffe reported he is been working a problem with the Ashbury Apartments garbage/dumpsters.  He said he has talked to the owners and Eco-tech.  He said Eco-Tech is going to send a letter to their commercial customers advising them if they have large items that do not fit in the dumpster they would need to call Eco-tech to pre-arrange pick up because the type truck that picks up the dumpsters can not pick up those type of items.

 

Council reports:  

Mr. Wetzel said he has had complaints about the trash at the community center and the city probably needs to consider getting a dumpster there.

 

Mr. Miller presented a letter to the Mayor that he had received about the new liquor store.

 

Mr. Hatfield asked what was the decision that was made on the street lights in Heritage Hills.  Chuck Keith responded that when he inspected the roads they were in very bad shape and that in the past the City did not take over the lights until the roads had finish grade on them.  He also asked if perhaps they should be paid for by the Homeowners Association.

 

Motion by Mr. Wetzel at 7:35 p.m. to go to executive session to discuss Personnel and litigation.  Mr. Ellis 2nd.  Motion carried 6-0.

 

Motion to reconvene by  Mr. Ellis at 8:40 p.m..  Mr. Wetzel 2nd.  Motion carried 6-0.

 

Attorney Bill Wilson stated that a personnel issue was discussed and they gave the Mayor a direction to on how to proceed with the issue.  He also stated that the advised the Council on the litigation.

 

Motion to adjourn at by Mr. Ellis,  Mr. Wetzel 2nd.   Motion carried 6-0. Meeting adjourned at 8:41 p.m.
