MINUTES REGULAR COUNCIL MEETING

CITY OF SHEPHERDSVILLE

MONDAY, July 27, 2009

 

Police Officer  Mike Miller said the invocation.

 

The Pledge of Alliance to the flag was said.

 

Councilmember Hatfield called the meeting to order at 6:34 p.m.

 

In attendance were Council members Don Cundiff, Scott Ellis, Bonnie Enlow, Larry Hatfield, Tony Miller and Alan Wetzel.  Mayor Tinnell was absent due to a family emergency and Larry Hatfield chaired the meeting.

 

Ms. Enlow made the motion to dispense of the reading of the minutes from the July 13, 2009 City Council meeting.  Mr. Wetzel 2nd.  Motion carried 6-0.  Mr. Cundiff made the motion to approve the minutes as presented.  Ms. Enlow 2nd.  Motion carried 6-0. 

 

Mr. Mike Bischoff with the Ky Association of Chief of Police was present to award the City of Shepherdsville Police Department with their Accreditation Certificate.  The department is one of only 6 departments in Kentucky that received 100% on their accreditation.  They are judged on 167 standards.  They will be reviewed again in five years.

 

Mr. Mark Filborn with the Kentucky League of Cities was present to advise the City that with the accreditation that the City will receive a 10% discount on the law enforcement coverage.  The League will make a presentation to the Department at the annual conference in September.

 

Old Business:

Attorney Bill Wilson read the second reading of Ordinance 009-771 Rezoning 984 Old Preston Highway.  The applicant Rich Eichman was present, he stated that the property will eventually be used for industrial.  Mr. Hatfield advised him that the adjoining property owners would like to see some kind of berm.  Mr. Eichman agreed to plant shrubs to create a berm.  No one spoke in opposition.  Motion to approve by Mr. Cundiff.  2nd by Mr. Ellis.  Motion carried 6-0.

 

New Business:

A parade permit was presented by Depp Rasner for Hot River nights for August 8th- 4 pm until 11 pm.  Motion to approve by Ms. Enlow, 2nd by Mr. Ellis.  Motion carried 6-0.

 

Sign-in Speakers:

Kent Weed approached the Council.  Kent stated he was a previous employee on the Capitol Projects crew.  He has now sold his house in Pennsylvania and has moved his family to Kentucky and is interested in returning to work here.

 

James Duvall spoke to the Council about some problems he is having in his neighborhood, but he lives in the County.  Mr. Hatfield advised his to call him in the morning and he would help him thru the County.

 

Terry Wallace who lives in the Point Subdivision complained about a neighbor who has changed the drainage beside his house.  It is not on the City easement but wants the City to get involved.  Mr. Wilson advised him that possibly the deed restrictions in the area would be a solution to the problem.

 

Planning & zoning update-

Daryll Lee stated there is a zoning case for 151 hwy 44 W that will be coming to the City.  It is being rezoned to B-2.

 

 

Board of Adjustment update- Duane Price - none

 

Departmental reports:

Mike Schroeder stated there is a problem again at the Pryor Valley Lift station.  He said the property owners would like to meet with the Mayor and the County Judge.  The station is failing but is a private business.  The health department and the Division of Water are already involved.

 

Jim McAulliffe state the house that was donated to the City on

6th street
has now been torn down.

 

Council reports:  

Mr. Cundiff asked if the City has taken over

Haley Avenue
.  The answer is no.  Chuck is to get an estimate on how much it would cost to pave.  The  developers have gone bankrupt.  He also stated that he was very proud of the progress the police department has made.

 

Mr. Ellis state he also is proud of the Police Department and thanked them for their efforts.

 

Ms. Enlow announced a new program that Ky League of Cities is presenting to enable people who do not have prescription coverage to get a discount on their prescriptions.  She will have Gayla put it on our website.  She also thanked the Police Department for their efforts.

 

Mr. Hatfield, Mr. Miller and Mr. Wetzel also thanked the Police Department for their efforts and said it was an honor for the City to receive such recognition.

 

Motion to adjourn at by Mr. Ellis,  Ms. Enlow 2nd.   Motion carried 6-0. Meeting adjourned at 7:10 p.m.
