MINUTES REGULAR COUNCIL MEETING CITY OF SHEPHERDSVILLE 634 CONESTOGA PARKWAY SHEPHERDSVILLE, KY 40165 MONDAY, August 24, 2009
Councilmember Tony Miller said the invocation. The Pledge of Alliance to the flag was said. Mayor Tinnell called the meeting to order at 6:35 p.m. In attendance were Council members Don Cundiff, Scott Ellis, Bonnie Enlow, Larry Hatfield, Tony Miller and Alan Wetzel. Mr. Cundiff made the motion to dispense of the reading of the minutes from the August 10, 2009 City Council meeting. Mr. Wetzel 2nd. Motion carried 6-0. Mr. Ellis made the motion to approve the minutes as presented. Mr. Wetzel 2nd. Motion carried 6-0. Mayor Tinnell announced that City Hall will be closed Monday, September 7th for the Labor Day Holiday. Old Business: None New Business: Cory and Clay Master to the Mayor and Council in regards to their company called BidBridge. The company has a web based procurement plan for cities to save money on products and services. Usually using their reverse auction process the city could save an average of 14%. Attorney Bill Wilson read first reading of Ordinance No. 009-772-Establishing guidelines for yardsales in the City of Shepherdsville. There was open discussion about the ordinance. Faith Portman said she felt it was too harsh and that it only hurt the individuals that only have and an occasional yard sale. Richard Nalley said he runs a business from his home and has an occasional garage sale, but that he does have a business license. Bill Wilson advised him that this would not apply to him. Scott Ellis asked what the city would do about Saturday and Sunday. If we work someone to enforce this ordinance it would result in overtime and an extra expense to the city. Don Cundiff said he feels we need something for the people who have a perpetual yard sale, not sure if this ordinance is what we need. Bill Wilson asked all the council members to read over it and email him their suggestions. Larry Hatfield reminded everyone that we do not want to dilute it too much that they need to make sure we have something strong enough. Sign-in Speakers: Mr. Spainhour-Democratic candidate for State Senate for the 20th District asked the council and citizens for their support in the 2010 election. He asked the council to prepare a list of the top five concerns they have and he would work on them. Planning & zoning update- none Board of Adjustment update- Duane Price - none Departmental reports: Chief Whitaker gave a report that he has been working with the neighboring fire districts on a mutual aid plan. He said they have developed a plan for automatic mutual aid on high priority runs. Captain Patchin said the Chief is ahead of schedule on his physical therapy. Jr. Bright reported that he has an estimate for phase 2 of the pump station. After some discussion they council decided they wanted to present this to BidBridge to bid out. Jim McAulliffe reported that he has been working on a problem at a construction site at Heritage Hills. He said the owner called him and will start cleaning up immediately. He said he need the council to consider an ordinance that would allow the city to cut and clean up and place liens on foreclosures and vacant property. He also announced that on October 3 there will be a car show at First Street Park to benefit a young man who has cancer and has three small children. He needs volunteers and donations.
Council reports: Mr. Hatfield asked Chuck Keith to contact the state to see if they would spray the weeds at the entrance of Hoot Owl Camp Road. He also stated that he received a request to put a plaque on the 6th Street property . Ms. Enlow asked Chuck Keith to check on putting up a guard rail on Vine Street at Cart Country. She said they have had several people hit the fence. She also said that there is a committee forming to bring back the Old Time Festival. There will be a meeting Thursday night at 6:30 if anyone is interested in volunteering. Mr. Cundiff asked Chuck to do a core sample on Haley Avenue. They Mayor advised him that the bid for Haley Avenue was around $ 13,000. Motion at 7:40 p.m. to go to executive session to discuss personnel by Mr. Hatfield. 2nd by Mr. Miller. Motion carried 6-0. Motion at 8:08 p.m. to reconvene by Mr. Wetzel. 2nd by Mr. Miller. Motion carried 6-0. Attorney Bill Wilson said personnel was discussed and no decisions were made. Motion to adjourn at by Mr. Ellis, Mr. Hatfield 2nd. Motion carried 6-0.
