MINUTES REGULAR COUNCIL MEETING

MONDAY, OCTOBER 12, 2009

 

Police officer Tim Wade said the invocation.

 

The Pledge of Alliance to the flag was said.

 

Mayor Tinnell called the meeting to order at 6:35 p.m.

 

In attendance were Council members Don Cundiff, Scott Ellis, Bonnie Enlow, Larry Hatfield, Tony Miller and Alan Wetzel.

 

Mr. Cundiff made the motion to dispense of the reading of the minutes from the September 28, 2009 City Council meeting.  Mr. Hatfield 2nd.  Motion carried 6-0. Mr. Hatfield made the motion to approve the minutes as presented.  Mr. Ellis 2nd.  Motion carried 6 and 0. 

 

Mayor Tinnell announced that the benefit for Bobby Donaldson Saturday  was a great success.  

 

Old Business:

Attorney Bill Wilson read the second reading of Ordinance 009-767-closing a portion of an unimproved alley.  Motion to approve as presented by Mr. Cundiff.  Mr. Wetzel 2nd.  Motion carried 6-0.

 

Attorney Bill Wilson read the second reading of Ordinance 009-768-closing a portion of an unimproved alley.  Motion to approve as presented by Ms. Enlow.  Mr. Ellis 2nd.  Motion carried 6-0.

 

New Business:

Attorney Bill Wilson read first reading of Ordinance 009-775-Regulating nuisances.

 

Sign-in Speakers:

Denise Peacock- Hester Street
.  Ms. Peacock asked the City to do something about the speeders on
Hester Street
.  She said that there either needs to be speed bumps or close one end of the road.  She is concerned that a small child is going to get hurt or killed.  The Mayor and Council members discussed the situation and agreed that speed “humps”  will be installed.

 

Rob Smothers with Hot River nights asked the Council to consider allowing them to have 5 car shows in the park each year, starting in May and going thru September.  They would like to designate the third Saturday of the month to be the car show.  This would include closing

Buckman Street
from 4-9 pm and they would expect 1200-1500 cars.  Chief Puckett stated his concerns about the cost to the police department for using their officers.  Mr. Smothers stated the proceeds go to charity.  The Council asked for the Department supervisors to give them a breakdown of what it costs their department before they make a decision.  The Mayor stated he did not want to see one organization dominate the park.

 

Bob Meek-Boy Scout leader-Community Center-Mr. Meek is concerned with the current condition of the Community Center.  His main concern is the leaking roof and the fact that people do not clean up after themselves.  He suggested that the City consider charging people to use the building and have someone in charge of seeing that the building is clean and stocked with the necessary paper products.  Mayor stated that the city is already researching what he is talking about.  Mr. Hatfield stated that he does not think anyone should be allowed to use it for profit.

 

Planning & zoning update- none

 

Board of Adjustment update- Duane Price - none

 

Departmental reports:

Chief Puckett stated that his department has been notified that they will be receiving tow grants.  One for $42,000 from the Department of Homeland Security and one for $ 12,500 from the Highway Safety Grants.

 

Council reports:  

Mr. Hatfield stated that Bobby Powell needs a letter from the City to work on the sewers on Chapeze.

 

Ms. Enlow asked that the council reconsider the fire/open burning ordinance that was discussed some months ago.  Bill Wilson stated he would email a copy to all council members.  Ms. Enlow also stated there will be an Old Tyme Festival meeting on October 20 in the council chambers at 7:00 pm.

 

Motion to adjourn at by Ms. Enlow,  Mr. Ellis 2nd.   Motion carried 6-0. Meeting adjourned at 7:40 p.m.
