MARCH 14, 2005

Mayor Sohm welcomed and thanked everyone for attending the meeting.

Reverend Carl Thomas, Immanuel Baptist Church gave the invocation.

The Pledge of Allegiance to the Flag was said.

Mayor Sohm called the meeting to order at 6:38 p.m.

In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers and Alan Wetzel.

Trina Summers made motion to dispense with reading of 3/14/2005 meeting minutes. Stacey Cline 2nd. Motion carried 6-0.

Tony Miller made motion to approve minutes as printed. Trina Summers 2nd. Motion carried 6-0.

Wastewater Treatment Plant Superintendent Mike Schroeder reported he had spoken with Toby Spalding with Qk4 and Eric Brackens with KIPDA about mapping. He stated there are more meetings planned to gather information.

There were no Historical or Transportation/Beautification or Recreation Committee reports.

Mayor Sohm stated that the six month contract the City signed with Sweeping Corporation of America is going to expire on March 22nd. He stated he thought they had done a good job in the six months of the contract and asked the Council if they would like to extend the contract. Mayor Sohm stated there was one area he would like to add to the contract, and that was the portion of Paroquet Springs Drive with curbs and gutters that the City has taken over (to the last median). Public Works Foreman Jesse Walls stated that he has a street sweeper demonstration set up for next Tuesday and invited the Council to attend. Mayor Sohm suggested to PWF Walls to have Paroquet Springs Drive cleaned in the demonstration. Mayor Sohm stated we could extend the current contract with Sweeping Corporation of America for one year while looking into the purchase of our own street sweeper. He suggested looking at the demonstration; discussing the cost of adding Paroquet Springs Drive to the contract with Sweeping Corporation of America and getting back with the Council with this information. Mayor Sohm stated if we have our own street sweeper the City could possibly contract work out to the other cities. He stated he does not feel this is a full time position with the City. He stated we may find we do not want to purchase our own street sweeper because it is not in the best interest of the City. Stacey Cline made motion to extend the contract with Sweeping Corporation of America for one year with the additional road added. Trina Summers 2nd. Motion carried 6-0.

City Attorney Joe Wantland had first reading of Ordinance 005-(number to be assigned) amending a portion of Ordinance 000-508 establishing all fees for the City of Shepherdsville’s Wastewater Treatment facilities. He stated the change was on page 2, paragraph 5. After the reading Mayor Sohm stated there was one correction to be made to paragraph 5 on page 3. He would like to change the wording City Works Foreman to Wastewater Superintendent. Mayor Sohm stated the second reading would be March 28th.

Gary Board, 248 Partridge Run, addressed the Council about Love’s Truck Stop and Cedar Grove Road. He stated on March 2nd there was an incident involving a truck and his automobile. He stated if he had not gotten into the turn lane the truck would have run him off the road. He stated he called dispatch and gave the trailer number of the truck. Mr. Board stated his wife had called the Transportation Cabinet and spoke to Sherry Bailey and was told a stop sign would be put up at that spot in a couple weeks. She feels something needs to be done before someone is seriously hurt in an accident. Mayor Sohm stated he had contacted the State about checking traffic to see if a light is warranted in this spot. He stated he feels a light will be put in when the new industrial park opens. He also stated he is talking with the State about slowing the speed limit for traffic. Mayor Sohm stated he would go over and check on the stop sign and would call Ms. Bailey about these problems. Mr. Board asked if the exit could be made wider. Mayor Sohm stated he would like to meet with the owners of the Truck Stop and the State about putting in a slip ramp. Mrs. Board stated she feels this is an added expense that wouldn’t be that beneficial. She suggested another entrance/exit be added to alleviate problems. Mayor Sohm stated that the City has to get an encroachment permit to work on a State Road. City Attorney Joe Wantland stated he feels the major problem in the area is left hand turns. Mayor Sohm stated he had met with Brian Meade to discuss this problem and would follow through with the traffic study.

Tom McCartin, 356 River Edge Drive, addressed the Council about problems in Shawnee Acres. He stated that Lou Sharp had started Shawnee Acres. He stated he has major drainage problems, there are no streetlights, and the development is in need of many improvements. Mayor Sohm stated the City has not taken over this subdivision and is not sure what the City can do to help. Mr. McCartin stated that he had been in contact with Rick Mills who was Mr. Sharp’s partner about streetlights and Mr. Mills stated he is bound by litigation at this time and is not sure when anything else will be done in Shawnee Acres. Mr. McCartin stated he was told there would be streetlights in the subdivision and nothing at all has been done there for 2 years. Mayor Sohm stated he does not know where the City has any standing in this issue. City Attorney Wantland stated that the City is being asked to take tax money to fix a private development. He feels Mr. McCartin should retain an attorney and file suit on Mr. Mills. Mr. McCartin stated he had been told by Dogwood Homes that improvements would be made and they have not. City Attorney Wantland stated he did not want to discuss Dogwood Homes without them being present and would like to invite both Richard Miles and Rick Mills to the next Council meeting to discuss this matter. City Attorney Wantland stated if they don’t want to attend the meeting that Mr. McCartin should take civil action.

Planning Commission Appointee Ben Robards stated 49 additional lots had been approved for Oak Grove and there were no new cases concerning Shepherdsville.

Board of Adjustments Appointee Scott Isert was not present at the meeting.

Shepherdsville Fire Training Officer Dannye Allen stated the fire department had been doing some specialized training with other departments in the area in tech-hazmat, confined space and trench rescue. He also stated the accountability tag program was almost complete.

Mayor Sohm stated the police department, fire department and City Hall had done a wonderful job at KidsFest. He said the City was well represented.

Trina Summers stated she would like to congratulate the Bullitt County Arts Council on its formation and feels the City should work closely with them.

Tony Miller asked Major Allen if he had said the fire department was training with Zoneton. Major Allen stated that the fire departments were working together doing training despite the law suit they were going to do their job. Mr. Miller also reported that the street light he had reported out had not been fixed yet.   

Faith Portman thanked the City Clerk for her help with a Rumpke problem.

Margaret Moore asked if our police department could pick up patrol at Love Truck Stop. Police Chief Ron Morris stated our officers are through there all the time but he would post a direct patrol of the area. He stated he would also check to see if trucks can park on the ramp. Ms. Moore also asked who takes care of the medians on Paroquet Springs Drive. Mayor Sohm stated the Tourism Commission takes care of them. Ms. Moore stated she is disappointed in the care of the shrubs and flowers. Ms. Moore also stated she would like the auditor to come back to a meeting and discuss the audit. She stated she feels the audit was presented rather quickly and she would like it presented in more detail. She asked the Mayor to call a special meeting when the auditor is available to meet.

Mayor Sohm asked for a motion to adjourn to executive session to discuss property purchase. Tony Miller made motion to adjourn to executive session. Alan Wetzel 2nd. Motion carried 6-0.

City Attorney Wantland stated the Mayor has been given instructions on how to follow up and he will do so.
