MINUTES REGULAR COUNCIL MEETING CITY OF SHEPHERDSVILLE, MONDAY, January 11, 2010
Police officer Tim Wade said the invocation. The Pledge of Alliance to the flag was said. Mayor Tinnell called the meeting to order at 6:30 p.m. In attendance were Council members Don Cundiff, Scott Ellis, Bonnie Enlow, Larry Hatfield, Tony Miller and Alan Wetzel. Mr. Ellis made the motion to dispense of the reading of the minutes from the December 14, 2009 City Council meeting. Mr. Wetzel 2nd. Motion carried 6-0. Mr. Cundiff made the motion to approve the minutes as presented. Mr. Hatfield 2nd. Motion carried 6-0. Mayor Tinnell announced that Judge Rebecca Ward was having a blood drive here at City Hall on Tuesday, January 12. Attorney Bill Wilson read Resolution 010-001 designating January as School Board Member Recognition Month. Motion to accept the resolution as presented by Mr. Hatfield, 2nd by Mr. Ellis. Motion carried 6-0. Old Business: none Mr. Wetzel made a motion to table Ordinance 009-777-Civil Service until the January 25th meeting. Mr. Ellis 2nd. Motion carried 6-0. Attorney Bill Wilson read the Second reading of Ordinance #009-778 regarding Sunday alcohol sales in restaurants. Motion to accept the Ordinance as read by Mr. Wetzel, 2nd by Mr. Ellis. Discussion: Bret Simon, Bill Barnes, Steve Larimore, David Brimm, Jose’ Cubero, Bob Fouts, Louann Moore, Troy Beam and Jim Rice spoke in favor of the Ordinance and Thomas Huff Sr., Randy Pace, John Bradshaw, John Harderwood, Duane Price and Charlie Wright spoke in opposition. The ones in favor cited reason such as will bring more restaurants to Shepherdsville and in turn possibly more jobs and that currently they have people leaving their establishments to go to Louisville to eat or stay where they can get liquor on Sunday. The ones in opposition cited that Sunday is the Sabbath and Sunday sales would put more people who have been drinking on the roadways. Council discussion: Ms. Enlow read an email in opposition that she had received from a constituent. She also read a prepared statement she had citing personal religious reason why she opposed the ordinance and that demographic studies determine where a restaurant builds not Sunday alcohol sales. She also stated that she feels the mock election was not a clear picture of what our citizens want. Mr. Cundiff thanked everyone for coming out. He said he feels that there are two reasons that he will vote in favor….one because the golf course and conference center can already sell on Sunday and the other because the majority people he talks to wants the restaurants to be able to sell on Sunday. He has his own religious beliefs but he has to vote with what the people want. Mr. Hatfield said he is voting for what he feels is best for the City. He is voting in favor. Mr. Miller said he will vote no because of his religious beliefs. Mr. Wetzel said that he feels that the results of the mock election indicates what the people want and he is voting in favor. Mr. Ellis said he said he would vote which ever way the mock vote came out and he is voting in favor. Vote as follows: Enlow and Miller voted no. Cundiff, Ellis, Hatfield and Wetzel voted yes. Departmental reports: John Bradley said that the new mapping system is in and he is just waiting to be trained on it before he gets started.
Council reports: Mr. Hatfield asked about the construction on Lakeview Drive. Jr. Bright responded that they are waiting for the weather to clear in order to finish this part of the project. Mr. Cundiff complemented the people for the cooperation tonight. Motion to adjourn at by Mr. Ellis, Mr. Hatfield 2nd. Motion carried 6-0.
