MINUTES REGULAR COUNCIL MEETING

CITY OF SHEPHERDSVILLE,

MONDAY, JULY 12th 2010

Councilmember Tim Wade said the invocation.

The Pledge of Alliance to the flag was said.

Mayor Tinnell called the meeting to order at 6:30 p.m.

 In attendance were Council members Don Cundiff, Scott Ellis, Bonnie Enlow, Larry Hatfield and Alan Wetzel.  Mr. Miller was absent.

 Mr. Ellis made the motion to dispense with the reading of the minutes from the June 28, 2010 City Council meeting.  Mr. Alan Wetzel 2nd.  Motion carried 5-1 (Absent). Mrs. Bonnie Enlow made the motion to approve the minutes with changes.  The statement that “A&M borrowed money from the Peoples Bank to purchase her business” was removed.  Alan Wetzel 2nd the motion.  Motion carried 5-1 (Absent)

Mayor Tinnell stated that there would be a press announcement in 2 weeks that Cattleman’s Steak House is coming to Shepherdsville.  After a couple of years trying to obtain the property, things were becoming a reality. 

The Mayor also stated that the future Beechgrove By-Pass was also becoming a reality with meetings in the near future to finish easement approvals.

 New Business:

First Reading of Ordinance 010-784 closing/abandoning a portion of North Street running south of Hwy 44.

 First Reading of  Ordinance 010-785 closing/abandoning a portion of a unimproved alley running south of Hwy 44.

 First Reading of  Ordinance 010-786 closing/abandoning an unimproved alley from Hwy 44. (Roution)

First Reading of Ordinance 010-787 for annexation of unincorporated territory adjoining the City of Shepherdsville just past Reichmuth Lane on left. (Sherley)

First reading of Ordinance 010-788 approving a lease for the financing of a public project. (Police)

Council approved a parade permit for “Back in Time Wagon Train” set for August 15, 2010 starting at the stock yards here in Shepherdsville and ending at the Kentucky Expo Center in Louisville.  Motion made by Mrs. Enlow.  Scott Ellis 2nd.  Motion carried 5-1 (Absent)

Bill spoke about the BRAC Resolution and the fact that the City of Shepherdsville received that grant for 3 million dollars.  He said the City of Shepherdsville was the only one in Bullitt County to receive the money.  Larry Hatfield stated that it had to be spent on the Bullitt County Interceptor Line or the Sewer Plant Expansion.  He also stated that he and the Mayor made it clear that they didn’t want the cost to exceed the 3 million dollars.  He said he would like to see a new press and clarifier for the sewer plant expansion.

Bill Wilson stated that he had been questioned about the rezoning of the Stock Yards and the restrictions applied to said rezone.  He stated the City approved the IG zoning with Bullitt County Planning and Zoning’s restrictions.

Sign-in Speakers: Several residents from 5th Avenue. (Aubrey, Simmons) They were very concerned about the vandalism and thefts going on in their neighborhood.  They stated that there were several kids running the neighborhood all night long tearing up fences, tearing down mailboxes, etc.  They were requesting that the City impose a curfew.  Chief Puckett suggested they start a block watch stating that it had been helpful in other neighborhoods having those same problems.  The Mayor explained that we all needed to work together to find a solution. He stated that the neighborhood watch really helped on Forest Hill Rd.

Steve Armstrong brought up the need for lines on Adam Shepherd Parkway coming off Hwy 44.  He said people weren’t able to see where they should be to merge correctly.

Planning & Zoning update- Daryl Lee: None

Board of Adjustment update- Duane Price: Stated that a BP received a variance for their sign.

Departmental reports:

John Bradley stated they were done mapping Beechgrove Rd. now.  He said they only have the middle of the road left and that they would need police to stop traffic for that.

Council reports: 

Larry Hatfield stated that we are suppose to receive a bill for $1000.00 for moving pump station on section by Bardstown Junction, he asked Vernon if he thought that was okay.  Vernon stated that it was.

Bonnie Enlow commended the police department on an excellent job at the Bullitt Blast this year directing traffic.

Don Cundiff also stated he thought Bullitt Blast went very well this year.

The Mayor stated that this was the biggest year yet and he thinks this is a great thing for the county.  He also stated that the Tourist Commission sent a thank you note to the City for all the hard work they put into it.  He said the Police, Fire and Works department all worked hard.

Motion to adjourn by Mr. Scott Ellis, Mr. Larry Hatfield 2nd.   Motion carried 5-1 (Absent).  Meeting adjourned at 7:23 p.m.
