MINUTES REGULAR COUNCIL MEETING

CITY OF SHEPHERDSVILLE,

MONDAY, NOVEMBER 8TH 2010

Acting Mayor Larry Hatfield called the meeting to order at 6:28 p.m.

In attendance were Council members Don Cundiff, Scott Ellis, Larry Hatfield, Tony Miller, Alan Wetzel and Bonnie Enlow.

Mr. Cundiff made the motion to dispense with the reading of the minutes from the October 25th 2010 City Council meeting.  Mrs. Enlow 2nd.  Motion carried 6-0. Bonnie said the minutes had a mistake as far as which road it was she said she appreciated the police addressing street parking.  The minutes read Salt River Drive, but should have said 3rd Avenue.  Mr. Ellis made the motion to approve the minutes.    Mr. Wetzel 2nd the motion with changes.  Motion carried 6-0.

Mr. Hatfield thanked the Veterans for their service to our country.

New Business:

Mr. Hatfield and City Attorney James Winchell swore in new Civil Service Member Corky Miller who is replacing Mr. Lee who stepped down for medical reasons.  Mr. Hatfield asked Mr. Miller to tell people a little about himself.  Mr. Miller said a few words about himself and then asked that they have a moment of silence for former Mayor J.C. Thompson that recently passed away.

First Reading of 010-792 Rezoning of 250 E. Joe B Hall from R-3 to B-1. 

Approval of parade permit for Liberty Tax Service (Christmas Parade).  Motion to approve made by Bonnie Enlow.  Scott Ellis 2nd. Motion carried 6-0.

Mr. Winchell read Resolution 010-006 approving the sale of surplus items for the sewer department.  Bonnie asked why we are getting rid of these items.  Larry Hatfield explained they were no longer usable at the new plant with the upgrades that were made.  Motion to approve made by Mr. Cundiff.  Mr. Wetzel 2nd.  Motion carried 6-0.

Sign-in Speakers:  Faith Portman inquired about street lights in St Andrews Crossing.  She said they needed more street lights due to vandalism.  Larry Hatfield said it was something that would have to be addressed.  Mr. Hatfield explained that the developer needed to come and request that the lights be taken over at a meeting.  Larry said they would look into it.

Resident Brittany Fawbush asked when the City was going to finish fixing the drainage in Bratcher Estates Subdivision.  Junior Bright said they had finished what they had been told to do.  Mr. Hatfield asked Junior to go over and take a look and see what issues are still there. 

Planning & Zoning update- Daryl Lee: Asked to have a special meeting December 2nd.

Board of Adjustment update- Duane Price:  None

Council reports:  

Alan Wetzel: Thanked everyone for coming out to vote in the election. 

Tony Miller: Thanked everyone for voting. 

Bonnie Enlow: Thanked everyone for coming out to vote and thanked the Veterans for everything they have done for all of us. 

Scott Ellis: Thanked for everyone for coming out to vote and said he looked forward to working with everyone sitting at the council desk in January. 

Don Cundiff: Thanked everyone for coming out to vote.  He said he received a call about JJ’s Place on Hwy 44 and the noise issues the residents are dealing with late into the night.  Chief Puckett stated that they were addressing those issues.  Code Enforcement Officer Mac McCauliffe stated he spoke with the owners and they were going to do something to help with the noise.  Mr. Cundiff asked about the liquor licensing guidelines and how residents were notified.  City ABC Officer Jerry Pile explained the process.  

Larry Hatfield: Thanked everyone for voting. 

Motion to adjourn to executive session for possible litigation by Bonnie Enlow at 6:51 pm.  Alan Wetzel 2nd.  Motion carried 6-0.

Motion to reconvene at 7:05 pm by Scott Ellis. Alan Wetzel2nd.  Motion carried 6-0. 

Mr. Hatfield reported that litigation was discussed, no action was taken. 

Motion to adjourn by Mr. Don Cundiff. Mr. Alan Wetzel 2nd.   Motion carried 5-0 Meeting adjourned at 7:06 p.m.
