DECEMBER 13, 2004 Mayor Sohm welcomed and thanked everyone for attending the meeting. Pastor John Lehenbauer, Divine Savior Lutheran Church gave the invocation. Cub Scout Troop 685 and Boy Scout Troop 848 led the Pledge of Allegiance to the Flag. Mayor Sohm called the meeting to order at 6:32 p.m. In attendance were Council members Stacey Cline, Don Cundiff, Margaret Moore, Duane Price and James Watkins. James Watkins made motion to dispense with reading of 11/22/2004 regular meeting minutes. Don Cundiff 2nd. Motion carried 5-0. Don Cundiff made motion to approve minutes as printed. Stacey Cline 2nd. Motion carried 5-0. Mayor Sohm reminded everyone that the Swearing In Ceremony for the new council members would be Thursday, December 30th, 6:30 p.m. at City Hall. Mayor Sohm announced that “Light Up Shepherdsville” went very well. He stated there was a huge crowd present and thanked all departments for making it a success. Mayor Sohm announced that Zappos.com is expanding again in Shepherdsville on the north side of Highway 480. He stated this is a huge expansion that will bring in many new jobs to the area. Mayor Sohm announced that the Sewer Plant had been awarded the Large Wastewater Treatment Plant of the Year by the Central Kentucky Water and Wastewater Operator’s Association. He introduced Wastewater Superintendent Mike Schroeder who introduced the Sewer Plant employees and thanked them for a job well done. Mayor Sohm welcomed Gerry Lynn, Representative of the 27th District and Mary Harper Representative of the 49th District to the meeting. Mayor Sohm announced that the City had six Angels remaining on the Angel Tree and asked if anyone would be interested in adopting one to see Gayla Mattingly in City Hall. Mayor Sohm announced that the agreement with CSX for the crossing at Adam Shepherd Parkway has been finalized and they are moving forward with the design. Mayor Sohm announced that City Hall would be closed on December 24th and 27th in observance of the Christmas Holidays and December 30th and 31st in observance of the New Year’s Holiday. City Attorney Wantland had second summary reading of Ordinance 004-(number to be assigned) amending the City of Shepherdsville, Bullitt County, Kentucky, annual budget for fiscal year July 1, 2003 through June 30, 2004 by estimating revenues and resources and appropriating funds for the operation of City Government. James Watkins made motion to approve. Stacey Cline 2nd. Motion carried 5-0. (This Ordinance will be numbered 004-646.) City Attorney Wantland had second summary reading of Ordinance 004-(number to be assigned) amending the City of Shepherdsville, Bullitt County, Kentucky, water and sewer operation and maintenance budget for fiscal year July 1, 2003 through June 30, 2004 by estimating revenues and resources and appropriating funds for the operation of the Water and Sewer Department. Don Cundiff made motion to approve. Margaret Moore 2nd. Motion carried 5-0. (This Ordinance will be numbered 004-647.) City Attorney Wantland had second summary reading of Ordinance 004-(number to be assigned). A flood damage prevention ordinance for the City of Shepherdsville. James Watkins made motion to approve. Don Cundiff 2nd. Motion carried 5-0. (This Ordinance will be numbered 004-648.) City Attorney Wantland had second reading of Ordinance 004-(number to be assigned) imposing a license upon insurance companies doing business within the corporate boundaries of the City of Shepherdsville. Stacey Cline made motion to approve. Duane Price 2nd. Motion carried 3-1-1. (Margaret Moore voted against; Don Cundiff abstained.) (This Ordinance will be numbered 004-649.) Further discussion followed on request by Dogwood Homes to take over all streets in Lakes of Dogwood. Public Works Foreman Jesse Walls stated he had not done core samples on streets in Lakes of Dogwood yet and that he thought there was a drainage problem that needed checked into. He stated he would be ready to discuss at the January 10th meeting. There were no Sewer, Historical, or Recreation Committee reports. Mayor Sohm stated that he had received a request to pave the alley running east/west that runs between Joe Wantland’s office. He stated there is a large hole in the alley that is causing cars to drive into the property owner’s yard to miss it. He also stated he had received a request to pave the alley running north/south. City Attorney Wantland had first reading of Ordinance 004-(number to be assigned) on request by Divine Savior Lutheran Church of Shepherdsville, Inc. to rezone 2.25 acres, more or less, located on the south side of Northside Avenue, 400’, more or less, west of N Preston Highway from R-1 Residential to R-3 Residential. City Attorney Wantland stated this had received a favorable recommendation from the Planning Commission. City Attorney Wantland had first reading of Ordinance 004-(number to be assigned) on request by Donna Ferguson Satterly to rezone .67 acres, more or less, located at 2002 Highway 44 East from R-1 Residential to B-2 Central Business. City Attorney Wantland stated this had also received a favorable recommendation with restrictions from the Planning Commission. James Watkins made motion to pay December bills. Don Cundiff 2nd. Motion carried 5-0. Billy Ray Johnson, 614 Beech Grove Road, was present to ask the Council to see what the City had on widening Old Ford Road. City Attorney Wantland stated the Council would like to invite Mr. Johnson and Mr. & Mrs. Hedgespeth into executive session to discuss this matter. Planning Commission Appointee Ben Robards was not present at this time but called in to report there was no new business for Shepherdsville. Board of Adjustments Appointee Scott Isert was not present at the meeting but sent the meeting docket to the Council for review. Wastewater Treatment Plant Superintendent Mike Schroeder thanked the Council for all their support. Police Chief Ron Morris wished everyone Happy Holidays. Stacey Cline wished everyone a Merry Christmas and Happy New Year and thanked WWTP Superintendent Mike Schroeder for a good job. She stated she would miss James, Don and Duane and welcomed new Council members Faith, Alan and Trina. James Watkins thanked everyone for allowing him to serve the City of Shepherdsville for four years. He also thanked his wife and daughters for allowing him the time to serve. He thanked Police Chief Morris for a great job with the police department and stated Shepherdsville has the best fire department around. He stated he hates to step on toes but the City must do what it takes to prove we are a regular fire department. He also stated he is proud of how the sewer plant has grown. Don Cundiff stated he had received a complaint on the construction being done in Sycamore Bend. He stated the contractors are not cleaning up. He stated the road is a mess, cardboard boxes are blowing in neighbor’s yards. He asked that the contractor be contacted. He stated he had really enjoyed the last 15 years serving on the Council. He stated he has seen a lot of change. He thanked everyone and wished the new Council best of luck. Duane Price stated he would miss everyone and thanked Alan and Faith for being at the meeting and wished them luck. Margaret Moore stated she appreciated the people who have come to the meeting to participate. She stated she enjoyed working with everybody and wished everyone a Merry Christmas. Mayor Sohm stated that he had worked with Don Cundiff on the Council and as Mayor and values the insight and advice he has given him over the years. He stated great leaders are made by those who can make decisions and walk away and still get along. He stated he couldn’t say enough about the help he has been given by the Council through the years and welcomed the new Council member’s advice on any subject. He wished everyone a Merry Christmas and safe holidays. Mayor Sohm asked for a motion to adjourn to executive session to discuss land acquisition. He invited Mr. & Mrs. Johnson and Mr. & Mrs. Hedgespeth to join executive session. Don Cundiff made motion to adjourn to executive session. James Watkins 2nd. Motion carried 5-0. Don Cundiff made motion to return to regular session. James Watkins 2nd. Motion carried 5-0. City Attorney Wantland stated that the Council had talked with the property owners along Old Ford Road that whey would get back with the City. No action was taken. Don Cundiff made motion to adjourn.
