October 10, 2005 Mayor Sohm welcomed and thanked everyone for attending the meeting. Pastor Randy Pace, Family Worship Center gave the invocation. The Pledge of Allegiance to the Flag was said. Mayor Sohm called the meeting to order at 6:35 p.m. In attendance were Council members Tony Miller, Margaret Moore, Faith Portman, Trina Summers and Alan Wetzel. Trina Summers made motion to dispense with reading of 9/26/2005 regular meeting minutes. Alan Wetzel 2nd. Motion carried 5-0. Tony Miller made motion to approve minutes as printed. Faith Portman 2nd. Motion carried 5-0. City Attorney Wantland had second reading and public hearing on Ordinance 005-(number to be assigned) establishing the real property ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, Et. Seq. Mayor Sohm stated this is the seventh year in a row the City has reduced property tax rates for Shepherdsville citizens. There was no public comment. Trina Summers made motion to approve. Alan Wetzel 2nd. Motion carried 5-0. (This Ordinance will be numbered 005-675.) City Attorney Wantland had second reading of Ordinance 005-(number to be assigned) levying personal property, and property of public service companies ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, Et. Seq. Trina Summers made motion to approve. Faith Portman 2nd. Motion carried 5-0. (This Ordinance will be numbered 005-676.) Mayor Sohm reported that he had met with Brian Moore with the Courier Journal today about a story on the new interceptor line. There was no report from the Historical or Transportation/Beautification Committees. Mayor Sohm announced that the City is going to apply for a grant to purchase playground equipment. Faith Portman made motion to set Halloween Trick or Treating for October 31st from 5:00 – 9:00 p.m. Tony Miller 2nd. Motion carried 5-0. City Attorney Wantland had first summary reading of Ordinance 005-(number to be assigned) an ordinance establishing and implementing a program to charge user fees for the deployment of public safety services rendered by the City of Shepherdsville for motor vehicle accident services. Mayor Sohm stated this would be a way for the City to recoup costs incurred by the Police Department. Police Chief Ron Morris stated that accidents will be billed to the insurance company of the responsible party that caused the accident. City Attorney Wantland had first summary reading of Ordinance 005-(number to be assigned) an ordinance of the City of Shepherdsville establishing reimbursement to the City of Shepherdsville for costs, expenses and fees associated with the Shepherdsville Police Department. Board of Adjustments Appointee Scott Isert was not present at the meeting. Police Chief Morris stated that the Shepherdsville Police Bike Patrol was recently reinstituted and their first assignment was the Bullitt Central Homecoming Parade. He stated two officers were assigned to bike patrol at this time. Chief Morris stated he received many favorable comments from the public on the bike patrol. Mayor Sohm stated he had also received many favorable comments from the public regarding the bike patrol. Chief Morris also reported that on Halloween night there would be extra patrol out on the streets and in subdivisions. Major Dannye Allen, Shepherdsville Fire Department, stated that the Open House at the Fire Department went very well. Councilwoman Trina Summers complimented Chief Morris on his proposed Ordinances to help the City recoup some revenue. Councilwoman Summers also commented on the nice letter received from a City resident on the House Watch program. Mayor Sohm stated that he has had a lot of people thanking him for the e-mail alert program that is being provided by the Police Department. Chief Morris stated there are over 1100 people signed up to receive e-mail alerts. Councilwoman Faith Portman also complimented the Fire Department on the Open House. She stated it went great. Councilwoman Margaret Moore stated she knows of someone interested in getting the Olde Tyme Days Festival started again. Mayor Sohm stated he doesn’t know how to bring it back and he’s not sure the City could be responsible for it. Councilwoman Faith Portman suggested running an article in the Pioneer News seeking interested parties in starting the Festival again. Mayor Sohm suggested making it the “Question of the Week” in the Pioneer News. He stated we could get a survey in the paper and see what the interest is in bringing it back and who would like to be responsible for it. City Attorney Wantland stated the Lions Club may be interested in sponsoring; Councilwoman Trina Summers stated the Arts Council may also be interested in sponsoring. Councilwoman Moore asked if the City was getting a grant for sewers on the property the Newsome’s own. Mayor Sohm stated the City is getting a grant for the interceptor line but that has nothing to do with the Newsome’s property. Councilwoman Moore asked if the Newsome development would be charged the $1000 sewer surcharge. Mayor Sohm answered yes. That was discussed with them in a meeting several weeks ago. Mayor Sohm announced that the CSX Crossing issue has been moved forward and construction on the crossing should being very soon. He stated that Flynn Brothers paid the$400,000+ cost to get the project finished and they will be reimbursed from the money the City receives from the State upon its completion. Planning Commission Appointee Ben Robards reported the City has two rezoning cases coming up. Ray and Lynn Walls have filed to rezone their property from Agricultural and B-1 Highway Business to IL Light Industrial. The property is 13.25 acres, more or less, located at 1880 and 1954 S Preston Highway. Terry and Karen Higdon have filed to rezone their property from R-1 Residential to B-2 Central Business. The property is .57 acres, more or less, located at 2933 Highway 44 East. Tony Miller made motion to adjourn. Trina Summers 2nd. Motion carried 5-0.
