DECEMBER 8, 2003

Mayor Sohm welcomed and thanked everyone for attending the meeting.

Reverend John Lehenbauer, Divine Savior Lutheran Church gave the invocation.

The Pledge of Allegiance to the Flag was said.

Mayor Sohm called the meeting to order at 7:40 p.m.

In attendance were Council members Stacey Cline, Don Cundiff, Larry Hatfield, Tony Miller, Margaret Moore and James Watkins.

Don Cundiff made motion to dispense with reading of 11/24/2003 regular meeting minutes. James Watkins 2nd. Motion carried 6-0.

Larry Hatfield made motion to approve minutes as printed. Margaret Moore 2nd. Motion carried 6-0.

Mayor Sohm announced there were several Angels left on the City’s Angel Tree and encouraged everyone to take one.

Mayor Sohm announced that Snow Bear, an international company based in Canada is going to be locating in Shepherdsville creating 200 jobs. He stated this is our first real manufacturing company with the present administration. Mayor Sohm also stated he has suggested to the company that they look at the displaced Interlake/Ziniz employees for possible employment.

Mayor Sohm announced that the Kroger grand opening was very successful. He stated that Kroger President John Hackett said he’d never seen anything like it.

City Attorney Joe Wantland had first reading of Ordinance 004-(number to be assigned) establishing a permit and fee for the construction or demolition of buildings within the City. Mayor Sohm asked the Council if anyone wanted to discuss this ordinance. Larry Hatfield asked if a dumpster would be required? Mayor Sohm stated he feels the City should have the option to require dumpsters on a discretionary basis. There was further discussion on imposing this ordinance on mobile homes. Mayor Sohm asked the Council to look the ordinance over and call City Attorney Wantland with any suggestions.

There was no report from the Sewer Committee.

Mayor Sohm stated that the Genealogical Society was considering taking over the front of the Court House.

There was no report from the Transportation/Beautification or Recreation Committees.

Margaret Moore made motion to cancel the December 22nd meeting due to the holidays. James Watkins 2nd. Motion carried

Planning Commission Appointee Ben Robards stated there was a request from All County Realty to rezone property from AG to B-1 Highway Business.

Board of Adjustments Appointee Scott Isert was not present at the meeting. Don Cundiff stated he feels we need to require him to be at meetings. Margaret Moore stated she feels we should at least get a letter from Mr. Isert. Larry Hatfield stated he thinks the Council should have been aware of the new car wash variance. Mayor Sohm stated he also feels we should have him here at meetings.

Police Chief Ron Morris stated the department has been looking at other effective ways to subdue perpetrators with less lethal force. He stated the benefits, both financial and physical, by the use of Tazers. They would cause less injury to perpetrators or officers. He stated he would like to train an officer on their use and look into using grant money to purchase Tazers. Margaret Moore stated she thinks buying tazers would be a good investment. Larry Hatfield stated he is not for getting them at this time because we don’t know enough about them. Margaret Moore asked City Attorney Wantland if he agreed? City Attorney Wantland stated he thought it was a good idea to have them due to some situations that would protect both an officer and perpetrator. He stated he feels it would be good for the city and it’s citizens. Tony Miller stated we should check with our insurance company on using tazers.

Tony Miller wished everyone a Merry Christmas and stated it was a pleasure working with everyone.

Stacey Cline and James Watkins both wished everyone a Merry Christmas.

Don Cundiff inquired about the sign at Paroquet Springs and stated that the overgrowth between Burger King and Shoney’s needs to be looked at. Mayor Sohm stated that they wanted to be paid for us to clean the overgrowth up. He stated there is new management at Shoney’s and they want to give it to us. He also stated he would like to send letters to Sharon Klosterman for putting ribbons up and to whomever provides the bows.

Larry Hatfield stated he hopes everyone has a Happy New Year and Merry Christmas.

Margaret Moore asked about the clean up on 4th Avenue. She stated she does not want to grant a time extension to Mr. Adams to get this cleaned up. She also stated that the sign at the corner florist needs to be taken down. Ms. Moore also stated that the residents of the apartments on North Plum are using road. She stated she would like to be able to block this road off so people have to go out on Highway 44. Mayor Sohm stated if the road is designated for public use the city can’t close it. Ms. Moore also asked if the new road by Wendy’s was owned by the State. She stated she would like the city to take over the green space in that area. She wished everyone a Merry Christmas.

Tony Miller stated he agrees with Ms. Moore that Mr. Adams should not be given any more time to clean up 4th Avenue.

Larry Hatfield asked what was left on 4th Avenue to be cleaned up? Deputy City Clerk Brenda Hardin stated there was brick left. Mayor Sohm asked the Council what they wanted to do. Everyone agreed to give him two weeks and no more.

Mayor Sohm stated he City had a very successful year and wished everyone a Merry Christmas.

Don Cundiff made motion to adjourn. James Watkins 2nd. Motion carried 6-0. Meeting adjourned at 8:46 p.m.
