NOVEMBER 24, 2003 Mayor Sohm welcomed and thanked everyone for attending the meeting. Councilman Tony Miller gave the invocation. The Pledge of Allegiance to the Flag was said. Mayor Sohm called the meeting to order at 6:31 p.m. In attendance were Council members Stacey Cline, Don Cundiff, Larry Hatfield, Tony Miller, Margaret Moore and James Watkins. James Watkins made motion to dispense with reading of 11/10/2003 regular meeting minutes. Stacey Cline 2nd. Motion carried 6-0. Tony Miller made motion to approve minutes as printed. Don Cundiff 2nd. Motion carried 6-0. Mayor Sohm reminded everyone that Light Up Shepherdsville would be Friday, December 5th at 6:30 p.m. on First Street. Mayor Sohm announced that the Kroger grand opening would be on December 3rd. Jim Rice was present to further discuss the City taking over the greenway trails at the Cedar Grove Business Park. He stated that at the last meeting there were some concerns over safety. Mr. Rice stated that now all proposed trails are behind buildings with lights and he feels this will provide adequate lighting for safety purposes. Mr. Rice stated that the City would not be responsible for mowing any of the park. He stated the City would pick up the cost of streetlights once the City has taken over the streets in the Business Park and would be responsible for the mulch paths with mulch made available through Salt River Development and any other additions the City may want to make. Larry Hatfield stated he does not feel the City should allow fishing because of the liability it would create. City Attorney Joe Wantland stated fishing would not increase liability to the City. Mr. Rice stated the property would be deeded to the City with restrictions to be set by the City. He also suggested giving the park a name. Mr. Rice also stated there will be a $10,000 fund set up by Salt River Development to be used by the City for park purposes. James Watkins made motion to take over the Greenway Trails at the Cedar Grove Business Park from Salt River Development LLC with the conditions as discussed and made a part of these minutes hereof. Tony Miller 2nd. Motion carried 6-0. Mayor Sohm stated that he has been trying to contact each person individually affected by the sewer project. He stated he is working through the list and most people are satisfied; however there are some things that will have to be done in the spring. He stated we are holding the contractors bond and $10,000 retainage. There was no report from the Historical Committee or Transportation/Beautification Committee. Mayor Sohm stated that now that the City has taken over the greenway trails at the Cedar Grove Business Park we should give a copy of these plans to the Recreation Committee Chairman Tom Taylor and ask his committee to look them over and make any suggestions they feel necessary. City Attorney Wantland stated the Council had received a proposed ordinance establishing a permit and fee for the construction or demolition of buildings within the City. After some discussion Mayor Sohm asked the Council to review the ordinance and compare it with the older ordinance and call City Attorney Wantland with any changes. He stated we would discuss this further and possibly have the first reading at the December 8th meeting. James Watkins made motion to approve November bills. Larry Hatfield 2nd. Motion carried 6-0. Planning Commission Appointee Ben Robards stated there was nothing new to report for Shepherdsville. Board of Adjustments Appointee Scott Isert was not present at the meeting. Police Chief Ron Morris wished everyone a Happy Thanksgiving. Don Cundiff stated that the City Works Department had done a real good job mowing this year. He complimented Assistant Public Foreman Bennie Stillwell on a job well done and stated it looks better than it has in years. Margaret Moore stated she is still receiving complaints about the house on 4th Avenue. She stated this needs to be cleaned up. She stated she did not know the lot number but it should be on the building permit. Mayor Sohm stated that he was glad Ms. Moore had brought this up. He stated that the City’s aerial maps need to be replaced. They go back to the 70’s and are very outdated. After some discussion Don Cundiff asked that we get the cost of new updated aerial maps. Mayor Sohm asked City Clerk Owen to contact PVA and see if they had plans on updating maps. City Attorney Wantland reported that he and the Mayor would be in mediation with the fire districts on December 23rd at Mt. Washington firehouse. He invited anyone who was interested to attend.
