NOVEMBER 10, 2003

Mayor Sohm welcomed and thanked everyone for attending the meeting.

Pastor Gary Hardin, First Baptist Church of Shepherdsville gave the invocation.

The Pledge of Allegiance to the Flag was said.

Mayor Sohm called the meeting to order at 6:33 p.m.

In attendance were Council members Stacey Cline, Don Cundiff, Larry Hatfield, Tony Miller, Margaret Moore and James Watkins.

James Watkins made motion to dispense with reading of 10/27/2003 regular meeting minutes. Stacey Cline 2nd. Motion carried 6-0.

Tony Miller made motion to approve minutes as printed. James Watkins 2nd. Motion carried 6-0.

Mayor Sohm introduced Don Lawson with the CPA firm of Stephens & Lawson to present the audit for fiscal year ended 6/30/03.

Mayor Sohm announced that Nina Mooney passed away and her funeral would be Thursday.

Mayor Sohm announced that Light Up Shepherdsville would be Friday, December 5th at 6:30 p.m. on First Street.

City Attorney Joe Wantland had second reading of Ordinance 003-(number to be assigned) confirming annexation of unincorporated territory adjoining the City (Ken Sherley property). Don Cundiff made motion to approve. James Watkins 2nd. Motion carried 6-0. (This Ordinance will be numbered 003-605.)

Mayor Sohm stated that most of all the problems at the sewer plant have been taken care of but that the City has retained $10,000 from both Smith Contractors and Judy Construction until everyone is satisfied.

Mayor Sohm stated that a Resolution would be read later in support of a history museum project at the Courthouse.

Mayor Sohm stated there was no report from the Transportation/Beautification Committee.

Mayor Sohm reported that the City has been approved for a $50,000 recreational trails grant through the Department For Local Government. He complimented Tracy Corbit for a job well done.

City Attorney Wantland read Resolution 03-28 in support of the Bullitt County Courthouse History Museum Project. Don Cundiff made motion to approve. Larry Hatfield 2nd. Motion carried 6-0.

Peggy Newsome addressed the Council on a proposed Ordinance that was read at the last meeting raising adult entertainment establishment’s license fee to $1000.

Mayor Sohm informed Mrs. Newsome that this Ordinance had been dropped for lack of interest. Ms. Newsome then stated her concern over some comments made in the paper about her business. Several Council members also voiced their concern over this Ordinance being read and then dropped.

Planning Commission Appointee Ben Robards stated there was nothing new to report for Shepherdsville.

Board of Adjustments Appointee Scott Isert was not present at the meeting.

Police Chief Ron Morris invited the Mayor and Council to the DARE graduation ceremonies to be held at St. Aloysius on November 13th at 1:00 and Roby on November 14th at 2:00.

Stacey Cline asked Public Works Foreman Jesse Walls if he had replaced the drainage tile on Circle Drive? PWF Walls stated that he had not been there yet but plans are to have it replaced by the end of the year.

Stacey Cline asked Chief Morris why we are having physicals done on police officers? Chief Morris stated that the Police Officer SOP states that police officers are required to have physicals every three years and there are several that haven’t had theirs done. He stated that the same tests are being done on each officer at the cost of $155 at Baptist Works. He also reported that City Clerk Tammy Owen had received notification from the Kentucky Retirement System that they needed an updated list of when each officer had their last physical.

Larry Hatfield asked Chief Morris if a police officer could be at the BP station next to Bullitt Central at 3:00 p.m. each day? Chief Morris stated that unless there was an emergency we have had someone there after school everyday.

Margaret Moore stated that the people who moved a house in on 4th Avenue needed to be contacted and asked to clean up the mess.

Ms. Moore also stated that the Troutwine property on 44 East looks like a junkyard and asked that a letter be sent to have it cleaned up.

Ms. Moore also stated she has received complaints about people parking on the street on 5th Avenue and that there are several junky yards there that needs a clean up letter sent.

Ms. Moore also asked PWF Walls about the pipe running out on the sidewalk on 4th Avenue at the end of the street keeping the sidewalk dirty all the time? PWF Walls stated there is no storm drain on that side but he would look at it and see what could be done.

Mayor Sohm asked for a motion to adjourn to executive session to discuss personnel and litigation. Larry Hatfield made motion to adjourn to executive session. James Watkins 2nd. Motion carried 6-0.

James Watkins made motion to return to regular session. Don Cundiff 2nd. Motion carried 6-0.

City Attorney Wantland stated that counsel had been given instructions on how to proceed on possible litigation and personnel issues.

Don Cundiff made motion to adjourn. Larry Hatfield 2nd. Motion carried 6-0. Meeting adjourned at 8:34 p.m.
