OCTOBER 27, 2003

Mayor Sohm welcomed and thanked everyone for attending the meeting.

Pastor James McFadden, Trinity Assembly of God gave the invocation.

The Pledge of Allegiance to the Flag was said.

Mayor Sohm called the meeting to order at 6:32 p.m.

In attendance were Council members Stacey Cline, Don Cundiff, Margaret Moore and James Watkins.

Don Cundiff made motion to dispense with reading of 10/6/2003 regular meeting minutes. James Watkins 2nd. Motion carried 4-0.

(Larry Hatfield came in at this time.)

James Watkins made motion to approve minutes as printed. Stacey Cline 2nd. Motion carried 5-0.

Mayor Sohm announced that Family Medicine Associates (Norton Hospital) would open a 20,000 square foot medical mall facility in Shepherdsville.

Mayor Sohm announced that City Hall would be closed on Tuesday, November 11th in observance of Veterans Day.

City Attorney Joe Wantland had second summary reading and public hearing on Ordinance 003-(number to be assigned) proposing annexation of unincorporated territory adjoining the City (Ken Sherley property). There was no comment from the public. Don Cundiff made motion to approve. James Watkins 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-604)

Rob Campbell and Toby Spalding with Qk4 were again present at the meeting to further discuss Pump Station #1. Mayor Sohm stated that at the last meeting the question came up about sewer debt service. He stated he had prepared a spreadsheet with all sewer debt and reported that if the City borrows the additional $700,000 it would raise the yearly debt service $40,000.

Rob Campbell stated that the City has been chosen to receive a $216,800 federal appropriations grant from the EPA. He stated the City still must apply for this money and he’s not sure if it can be applied to this project. He then went on to discuss the options on constructing a new pump station versus fixing the existing pump station.  The first option is to upgrade the station at the approximate cost of $150,000. The other option is to relocate and upgrade the station at the approximate construction cost of $700,000. Larry Hatfield stated he does not feel the City should construct a new pump station at this time.

After further discussion Margaret Moore made motion to take bids on construction of a new pump station on the south side of the river at the approximate construction cost of $700,000. Stacey Cline 2nd. Motion carried 6-0.

Mayor Sohm stated the sewer plant punch list items were being worked on and should be complete in the next few weeks.

Mayor Sohm reported that Ken Bailey had been appointed by Judge Executive Kenny Rigdon to decide what to do with the forward rooms in the courthouse. He stated the Judge had asked him to sit on the committee and that he would attend the first few meetings, but due to his busy schedule he did not think he would have time to serve.  Mayor Sohm asked if any of the Council would be interested in serving on this committee in his place? Don Cundiff stated he would serve on this committee in the Mayor’s place. Mayor Sohm thanked Mr. Cundiff for volunteering.

Mayor Sohm reported that he has received many thanks from residents on the paving in the City.

Margaret Moore reported that Tom Taylor, Chairman of the Beautification Committee was working on a report to submit to the Council. Mayor Sohm also stated that two people were interested in using the park for baseball. He stated that Mr. Taylor would meet with each to discuss their plans.

City Attorney Wantland had first reading of Ordinance 003-(number to be assigned) confirming annexation of unincorporated territory adjoining the City (Ken Sherley property).

City Attorney Wantland had first reading of Ordinance 003-(number to be assigned) amending Ordinance 003-581 amending Ordinance 003-575 amending Ordinance 995-345 imposing a business license fee upon businesses, occupations, trades and professions carried on, conducted or read within the limits of the City.

Discussion followed on a subordination agreement request from Annette Arnold. Mr. John Wooldridge was present to answer any questions the Council had on this request. After some discussion Tony Miller made motion to approve. Larry Hatfield 2nd. Motion carried 6-0.

James Watkins made motion to set Halloween trick or treating hours between 5:00 p.m. and 9:00 p.m. on October 31st. Stacey Cline 2nd. Motion carried 6-0.

 Larry Hatfield made motion to pay October bills. Don Cundiff 2nd. Motion carried 6-0.

Planning Commission Appointee Ben Robards stated there was nothing new for Shepherdsville but he had not received the meeting docket at this time. He stated the first draft of the new regulations was expected to be presented at the next meeting.

Board of Adjustments Appointee Scott Isert was not present at the meeting.

Don Cundiff asked Mayor Sohm if he had talked with anyone about the Paroquet Springs sign? Mayor Sohm answered he had called Danny Rayhill and left a message for him to return his call.

Larry Hatfield stated that he would like the Police Chief to attend the next meeting to discuss his concerns about kids congregating at the BP. He asked if the City could cite these kids if there were no soliciting signs posted? City Attorney Wantland stated the City could not cite juveniles but if no loitering signs were posted they could be brought to the Police Station and their parents called to pick them up.

Stacey Cline stated there is also a problem with this at the Dawson Building.

Margaret Moore asked about the status of the sewer project repairs? Mayor Sohm stated they are just about complete. She asked about Ms. Cox and Mr. Raymond’s property. Public Works Foreman Jesse Walls reported that Ms. Cox’s property was done and they are working with Mr. Raymond to complete his. Mayor Sohm stated that the City would do the fence and shrubbery at Mr. Gerald’s house.

Ms. Moore asked about a light a Roby school on Highway 44 by the old Hardees. Mayor Sohm instructed Assistant Public Works Foreman Bennie Stillwell to have this checked out.

Ms. Moore also stated her concern about the crosswalk needing painted in front of Roby School. Mayor Sohm stated we would call District 5 about getting this done.

Ms. Moore also stated that the light on Beech Grove Road needed turned around. Mayor Sohm instructed Assistant Public Works Foreman Stillwell to have this done.

City Attorney Wantland instructed the Council that between now and the next meeting on November 10th he would like their input on: amending the building permit ordinance; assessing a $100 fee on all rental mobile home pads in the City (this will force everyone to get a permit to move a mobile home in or out of the City); and sewer tap on fees.

James Watkins made motion to adjourn. Stacey Cline 2nd. Motion carried 6-0. Meeting adjourned at 8:00 p.m.
