Mayor Sohm welcomed and thanked everyone for attending the meeting.

Pastor John Lehenbauer, Divine Savior Lutheran Church gave the invocation.

The Pledge of Allegiance to the Flag was said.

Mayor Sohm called the meeting to order at 6:35 p.m.

In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers and Alan Wetzel.

Stacey Cline made motion to dispense with reading of 8/22/2005 regular meeting minutes. Tony Miller 2nd. Motion carried 6-0.

Trina Summers made motion to approve minutes as printed. Alan Wetzel 2nd. Motion carried 6-0.

Mayor Sohm announced that the City needed to select an engineer for the Beech Grove/Old Ford Road project. He stated that the City had asked several engineering firms to bid on the design for this project. Several called and said they either did not have the resources and/or the time to bid the project. He stated Qk4 gave a not to exceed price of $83,126.00. Mayor Sohm stated that is under the $100,000 awarded to the City. The question was asked if there would be a traffic light at this intersection. Mayor Sohm stated the City could request a traffic count to determine the need for a traffic light. Toby Spalding, an engineer with Qk4 stated that they could have a preliminary layout of the alignment of the road in approximately three weeks. He also stated that the entrance will have to be approved by the State. A member of the audience stated he would like to go on record that he would like to know where the road is going to be. Mayor Sohm stated that the process is to hire an engineer, get a preliminary design of the road ready and then meet with the public for comment. He stated this meeting could possibly be as early as the first Council meeting in October. Trina Summers made motion to authorize Qk4 to proceed with the engineering work of this project not to exceed $83,126.00. Tony Miller 2nd. Motion carried 6-0.

City Attorney Wantland had second reading and public hearing on Ordinance 005-(number to be assigned) proposing annexation of unincorporated territory adjoining the City of Shepherdsville. (This is the remaining property not annexed in Heritage Hill subdivision-Korfhage and Plenge homes). He stated this was a consensual annexation. Mayor Sohm stated the specified use of the property is residential in Heritage Hill. Trina Summers made motion to annex property. Faith Portman 2nd. Motion carried 6-0. (This Ordinance will be numbered 005-623.)

Further discussion followed on request from Dogwood Homes to take over streetlights in Shawnee Acres. Mayor Sohm asked Public Works Foreman Jesse Walls if he had went and looked at the streetlights. PWF Walls said everything looks good. Faith Portman made motion to take over the streetlights in Shawnee Acres. Margaret Moore 2nd. Motion carried 6-0.

There was no report from the Sewer, Historical, Transportation/Beautification or Recreation Committees.

City Attorney Wantland had first reading of Ordinance 005-(number to be assigned) confirming annexation of unincorporated territory adjoining the City of Shepherdsville. (This is the remaining property not annexed in Heritage Hill subdivision.).

Gobel Newsome Jr. was present to address the Council about putting sewers in to his development. He stated he would like the City to grant him an easement for this purpose. He stated he pulled the deeds to the property and the City owns the property and Gordon Food Service is leasing it from the City. Mayor Sohm stated that he had been in contact with the attorney for GFS and the City can grant an easement but Institutional Distributors Inc. (Gordon Food Service) will also have to sign off on it. Mr. Newsome stated he has a meeting set up with Mr. Ron Scott with GFS to determine where to place the sewers. Mr. Newsome stated gravity sewers would be put in they do not want a pumping station. Margaret Moore made motion to grant a 15 foot easement across entire property that is owned by the City and leased by IDI with the support and approval from IDI. Faith Portman 2nd. Motion carried 6-0.

Mayor Sohm stated we had received a request for a parade permit for Bullitt Central High School’s Homecoming parade on Thursday, October 6th at 5:00 p.m. Faith Portman made motion to approve permit. Tony Miller 2nd. Motion carried 6-0.

Planning Commission Appointee Ben Robards was not present at this time.

Board of Adjustments Appointee Scott Isert was not present at the meeting.

PWF Jesse Walls reported that the High School Drive sidewalk project was ¾ done.

Police Chief Ron Morris stated that Discount had been cited for junk cars.

Councilwoman Trina Summers asked about the possibility of putting sidewalks on Vine Street because of the amount of pedestrian traffic in that area. Mayor Sohm stated the City has enough right of way to put sidewalks along both sides of Vine Street. City Attorney Joe Wantland stated we need to get a commitment for the property from the Board of Education to youth football and recreational use. Mayor Sohm stated he would talk with Ruth Chowning about possibly getting grant money for this project.

Councilwoman Margaret Moore stated she would like to go into executive session to discuss personnel.

Mayor Sohm stated he would like to come up with, as a team, a 5, 10, 20 year plan given thought and vision to future growth of the City. He stated we have the opportunity to be visionaries and we should take it.

Mayor Sohm asked for a motion to adjourn to executive session to discuss personnel, litigation and land acquisition. Margaret Moore made motion to adjourn to executive session. Stacey Cline 2nd. Motion carried 6-0.

Tony Miller made motion to return to regular session. Trina Summers 2nd. Motion carried 6-0.

City Attorney Wantland stated a decision on land acquisition had been reached. Trina Summers made motion to purchase Bobby and Virginia Elkins property at the cost of $63,500. Alan Wetzel 2nd. Motion carried 6-0.

Planning Commission Appointee Ben Robards was present at this time and reported that there were no new rezoning cases for Shepherdsville; but the Commission did approve one subdivision plot for Beechwood Estates for 78 lots. He also reported that in regard to the new zoning regulations, Fiscal Court wants to go to plan certain regulations and what they do now is “plan pretty certain”. He stated this will increase the cost to do business in the County and in Shepherdsville.

Faith Portman made motion to adjourn. Trina Summers 2nd. Motion carried 6-0. Meeting adjourned at 9:16 p.m.
