SEPTEMBER 8, 2003 Mayor Sohm welcomed and thanked everyone for attending the meeting. Reverend Brandt T. Lyon, Eagle Heights Baptist Church gave the invocation. James McBride with Scout Troop 848 at St. Aloysius led the Pledge of Allegiance to the Flag. City Attorney Joe Wantland stated we would now hold the public hearing on the proposed tax rates. Mayor Sohm stated the tax rate for 2003 is proposed to be 14.55. There being no comment from the audience Mayor Sohm stated the public hearing is concluded. Mayor Sohm called the meeting to order at 6:36 p.m. In attendance were Council members Stacey Cline, Don Cundiff, Larry Hatfield, Tony Miller, and James Watkins. Stacey Cline made motion to dispense with reading of 8/25/2003 regular meeting minutes. Don Cundiff 2nd. Motion carried 5-0. Tony Miller made motion to approve minutes as printed. Stacey Cline 2nd. Motion carried 5-0. City Attorney Wantland had second reading of Ordinance 003-(number to be assigned) confirming annexation of unincorporated territory adjoining the City of Shepherdsville, Bullitt County, KY (Bruce Hamilton property). Don Cundiff made motion to approve. James Watkins 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-597.) City Attorney Wantland had second reading and public hearing on Ordinance 003-(number to be assigned) amending zoning maps of the City as recommended by the Bullitt County Joint Planning and Zoning Commission (Vicki and Samuel Dever). There was no comment from the audience. Tony Miller made motion to follow the recommendation of the Planning Commission and approve the rezoning. Stacey Cline 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-598.) City Attorney Wantland had second summary reading of Ordinance 003-(number to be assigned) amending the City of Shepherdsville, Bullitt County, Kentucky, annual budget for fiscal year July 1, 2002 through June 30, 2003 by estimating revenues and resources and appropriating funds for the operation of city government. James Watkins made motion to approve. Tony Miller 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-599.) City Attorney Wantland had second summary reading of Ordinance 003-(number to be assigned) amending the City of Shepherdsville, Bullitt County, Kentucky, Water & Sewer Operation and Maintenance budget for fiscal year July 1, 2002 through June 30, 2003 by estimating revenues and resources and appropriating funds for the operation of the Water and Sewer Department. Don Cundiff made motion to approve. James Watkins 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-600.) City Attorney Wantland had second reading of Ordinance 003-(number to be assigned) establishing the real property ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, et seq. James Watkins made motion to approve. Tony Miller 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-601.) City Attorney Wantland had second reading of Ordinance 003-(number to be assigned) levying personal property, and property of public service companies ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, et seq. Don Cundiff made motion to approve. Larry Hatfield 2nd. Motion carried 5-0. (This Ordinance will be numbered 003-602.) Mayor Sohm reported that during the sewer project walk through they found approximately five properties they thought needed more than average attention. They are now working on completing the punch list. Completion is scheduled for the third week of September. There was no report from the Historical committee however Mayor Sohm did state that Tom Pack had passed away. Mayor Sohm stated he did not know if the City could do any more paving with the weather changing. He stated we do have some additional funds we can use for street repair/paving. There was no report from the Recreation Committee. Don Cundiff asked if we had ever gotten back with Mr. Miller at the YMCA on their request for improvements/changes on several items at City Park? After some discussion on each item Don Cundiff made motion to get lights at the park. Stacey Cline 2nd. Motion carried 5-0. It was also decided to reorder the sign for City Park. Assistant Public Works Foreman Bennie Stillwell was instructed to call June Daugherty with the YMCA and ask about pulling up the soccer goals; and City Clerk Tammy Owen was instructed to call Tom Stellar with Mago and get pricing on striping parking lanes at City Park. It was decided to wait on discussion on using open space for soccer fields until all Council members were present. Discussion followed on request from Bullitt Central for a parade permit on Thursday, October 9th at 5:00 p.m. for Homecoming. James Watkins made motion to approve. Stacey Cline 2nd. Motion carried 5-0. Planning Commission Appointee Ben Robards stated there was nothing new for Shepherdsville. Board of Adjustments Appointee Scott Isert was not present at the meeting. Police Chief Ron Morris reported that the police department had applied for a $5000 Local Law Enforcement Block Grant and they were waiting to hear on if it was granted. He also reported that they had another meeting on setting up the explorer chapter. Tony Miller asked if Linda Ross was on the punch list for the sewer project? Mayor Sohm answered she was. Mr. Miller also reported that there was a place on Tollview that needs patching in front of Linda Richardson’s house. Don Cundiff thanked the fire department for getting the house on 44 burned down. He also stated he had comment on the good job done by the fire department. Larry Hatfield stated he had been contacted by a couple employees at the sewer plant about not getting raises after they were employed for six months. Mayor Sohm stated that the Personnel Policy Ordinance does not state employees will get a raise after six months of employment. Mayor Sohm stated that the Ordinance needs to be amended before six-month raises can be given. Mr. Hatfield stated he feels we need to give the two gentlemen their raises now and work on changing the ordinance. Mayor Sohm stated that no one spoke with him about six month raises. He stated we could amend the ordinance and make the raises retroactive back to the six-month date if the Council approved. Larry Hatfield stated the six-month raise would be for new hires only. Mr. Hatfield also stated he feels each department should have a structured pay scale. City Attorney Wantland suggested getting a copy of the Personnel Policy Ordinance to the Council and getting their suggestions of changes. Larry Hatfield asked if we had heard back from the property insurance carrier on if we changed to a higher deductible if it would lower the premium. City Clerk Tammy Owen stated if we raised the deductible to $2500 the premium would drop to $16,004 and if we raised the deductible to $5000 the premium would drop to $15,733. She stated she did not feel a change from the $1000 deductible was warranted since the drop in premium was so minimal. City Attorney Wantland stated we need a motion to adjourn to executive session to discuss property acquisition. Don Cundiff made motion to adjourn to executive session to discuss property acquisition. James Watkins 2nd. Motion carried 5-0. Don Cundiff made motion to return to regular session.
