AUGUST 18, 2003 SPECIAL MEETING OF THE CITY COUNCIL TO OPEN BIDS FOR THE CONSTRUCTION OF THE ADAM SHEPHERD PARKWAY AND CONESTOGA PARKWAY Mayor Sohm welcomed everyone to the meeting. In attendance were Council members Don Cundiff, Tony Miller, Margaret Moore and James Watkins Mayor Sohm called the meeting to order at 4:05. He stated the purpose of this meeting was to open bids on the Adam Shepherd Parkway and Conestoga Parkway. Mayor Sohm stated there were two bids received. City Attorney Joe Wantland opened the first bid. After looking the bid over it was discovered there was no name on the bid and only one phase of the work had been bid on. City Attorney Wantland opened the second bid from Flynn Brothers. He stated this bid included a bid bond. He stated the bid was proposed in three phases: Section 1: $1,176,416.60; Section 2: $140,773.20; Section 3: 1,247,394.90. For a total of $2,564,584.70. There was a gentleman that came in late who asked if he could submit his bid. City Attorney Wantland advised him to hold on to the bid and submit it at a later date if the project is re-bid. David Presnell Jr. went over the engineer’s estimates: Section 1: $1,478,504 (from KY 44 to Railroad); Section 2: $194,998 (from Railroad to Highway 61); Section 3: $1,895,775.44 (Conestoga Parkway to Highway 61 at Gap in the Knob) for a total of $3,569,277. Mr. Presnell stated the bid from Flynn Brothers is also $1 million less than the engineer’s estimates. Don Cundiff stated he would prefer there was more than one bid. After further discussion Don Cundiff made motion to accept bid from Flynn Brothers. Tony Miller 2nd. David Presnell stated that if the City would like the engineer’s recommendation he stated he considers this an excellent bid and recommends the City accepts Flynn Brothers bid. Mayor Sohm stated the City does not expect and will not accept a lot of change orders. He stated we expect the job to be done at this price but does understand there will be some changes as the project progresses. Mayor Sohm asked Mr. Presnell how soon after the vote the winner would be given the notice to proceed? Mr. Presnell stated he would like to give notice immediately. Mayor Sohm asked Mr. Presnell to give a full report to the Council at the August 28th meeting. James Watkins removed himself from voting on this motion. James Watkins asked about the construction at the CSX crossing? Mr. Presnell stated they are awaiting the permit from CSX. Mayor Sohm stated that the City would not have to build the crossing CSX will build it. Mr. Presnell stated that the cost would be paid out of funds from the State. At this time the vote was taken. Vote was 3 for; 0 against; 1 not voting. Motion carried. James Watkins made motion to adjourn. Tony Miller 2nd. Motion carried 4-0. Meeting adjourned 5:47 p.m. APPROVED: ATTEST: Joseph G.
