Special Regular Meeting

 

Mayor Sohm welcomed and thanked everyone for attending the meeting.

 

Pastor Robert Stoess, Shepherdsville Church of Nazarene gave the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Sohm called the meeting to order at 6:32 p.m.

 

In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, and Faith Portman.

 

Stacey Cline made motion to dispense with reading of 7/24/2006 regular meeting minutes. Tony Miller 2nd. Motion carried 4-0.

 

Faith Portman made motion to approve minutes as printed. Margaret Moore 2nd. Motion carried 4-0.

 

Mayor Sohm introduced Don Lawson Jr. and David May with the accounting firm of Stephens and Lawson to present the audit ending June 30, 2005. Mr. Lawson stated he gave this audit a clean opinion and congratulated the City. He stated there was quite a bit of volume to review and if anyone had any questions or concerns regarding the audit to give him a call.

 

Mayor Sohm reminded everyone about the re-dedication ceremony for the Shepherdsville Cemetery on Saturday, August 5th at 12:30 p.m. in conjunction with the Civil War re-enactment that will be held on August 5th and 6th at First Street Park. He encouraged everyone to attend this proud moment in history for the City of Shepherdsville.

 

Mayor Sohm stated the Historical Committee report was covered in the announcements.

 

Mayor Sohm reported from the Transportation/Beautification Committee that he asked the Public Works Department personnel to go through the City and list streets that need paved/repaired.

 

Mayor Sohm reported from the Recreation Committee that the second trail at First Street Park was started along the river.

 

Toby Spalding reported from the Sewer Committee that we have received the mapping from the Louisville Water Company that the City purchased. He passed around a sample plot for the Council to review.  Mr. Spalding also stated that the Drainage Committee needs to be formed in the near future so project can be prioritized and when possible worked on. Mayor Sohm stated he would like to have a couple people from the public to sit on this Committee. Mr. Spalding also reported that the project on Wilbur Raymond’s property was completed last Thursday. Mayor Sohm stated he had received a call from Mrs. Raymond and they were very pleased. Councilwoman Margaret Moore also received a call and they are very appreciative. Mr. Spalding also reported that at the Progress Meeting he stated we need to determine how to charge for plan review, either hourly or lump sum. Mayor Sohm stated that is multiple reviews are done we should be paid for them. Stacey Cline stated she preferred to bill hourly. Mr. Spalding stated we need to set a rate with a multiplier and adopt an Ordinance. Mayor Sohm asked Mr. Spalding to come up with a process of what will work best for us and bring to the next meeting.

 

Tony Miller made motion to pay July bills. Stacey Cline 2nd. Motion carried 4-0.

 

Stacey Cline made motion to approve parade permit for Back In Time Wagon Train Horse Ride on August 13th from Bluegrass Saddle Club to the Kentucky State Fairgrounds. Tony Miller 2nd. Motion carried 4-0.

 

Mary Walden,

300 Cherry Street, Apartment 1
addressed the Council about a security problem they are having. She stated there have been 20 break ins, tools stolen, windows broken, 13 & 15 year olds driving cars in the road. She asked if there was a curfew in Shepherdsville. Mayor Sohm stated we do not have a curfew at this time. She stated she feels like nothing is being done, it’s been going on for a year and is getting worse. Police Chief Ron Morris stated he couldn’t address the specific number of calls the police department has received in that area without checking records but he stated he would put a directive patrol in the area. He stated he would check response times to calls and assured Ms. Walden that the police department would do whatever it could to help with this problem.

 

Planning Commission Appointee Ben Robards was not present at this meeting.

 

Board of Adjustments Appointee Duane Price reported that at the July 13th meeting Quilts By Donna asked for a variance to reduce the number of required parking spaces. He stated they are going to expand their building and add more employees. Mr. Price also handed out the docket for the August 10th meeting. He stated there are three items of concern for Shepherdsville. Mindel, Scott & Associates had asked for a variance to reduce the size of parking spaces at Lot 1, Cedar Grove Business Park. Ruby Tuesday Inc. asked for a variance to reduce the size of parking spaced at the intersection of

Keystone Crossroads Drive
and
Adam Shepherd Parkway
. CDF Builders Inc. asked for a variance to construct a single family dwelling that will encroach 4 foot into the side yard setback at lot 5, Hensley Estates. Mayor Sohm stated if it was on the 18 foot side it would be okay.

 

Assistant Chief Terry Whittaker reported that Friday night a Shepherdsville Fire command vehicle that was parked in Lt. Matt Smother’s driveway was struck by another vehicle. A police report was made and pictures were taken.

 

Councilwoman Faith Portman asked if we had heard back from the developer of Shawnee Acres. Mayor Sohm stated that we have not heard back from Mr. Miles and asked City Attorney Wantland to send a registered letter. City Attorney Wantland stated we could file suit as the next step. Mayor Sohm stated we would discuss this more at the August 14th meeting.

 

Councilwoman Margaret Moore stated that she received a call from Mr. Raymond who was appreciative of the part of the property that the City had fixed. However, he still has concerns about water running from Riverview to Grandview. Mayor Sohm stated he would ask City Engineer Toby Spalding to go look at the property. Mayor Sohm stated, however, that the last time he was there everything was in grass. Engineer Spalding stated he walked with the Mayor and did not see any washouts on Mr. Raymond’s property. He stated he thinks there are other areas in the City that are worse, which is why we need the Drainage Committee to determine what needs to be done next. Councilwoman Moore stated she feels they need some help with these additional problems. Mayor Sohm stated he thinks we should look at all problems in the City and determine what order to fix.

 

Tony Miller made motion to adjourn. Faith Portman 2nd. Motion carried 4-0. Meeting adjourned at 7:18 p.m.
