September 11, 2006 Mayor Sohm welcomed and thanked everyone for attending the meeting.
Pastor Randy Pace, Family Worship Center gave the invocation. The Pledge of Allegiance to the Flag was said. Mayor Sohm called the meeting to order at 6:35 p.m. In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers, and Alan Wetzel. Stacey Cline made motion to dispense with reading of 8/28/2006 meeting minutes. Trina Summers 2nd. Motion carried 6-0. Faith Portman made motion to approve minutes as printed. Tony Miller 2nd. Motion carried 6-0. Mayor Sohm announced that the River City Street Rods would be hosting a Car Show on September 30th at First Street Park starting at 11:00 a.m. At least four tanks and other equipment from the 14th Armored Re-Creations will be on display. Mayor Sohm announced that City Hall would be closed on Friday, September 15th to move city, fire and police offices to our new location at 634 Conestoga Parkway. Mayor Sohm stated City Hall would be open for business on Monday, September 18th at 8:00 a.m. There was no report from the Historical Committee. Mayor Sohm reported from the Transportation/Beautification Committee that City Engineer Toby Spalding had received prices and bids for patching/paving throughout the City. Mayor Sohm reported from the Recreation Committee that the picnic tables and grills has been placed on First Street and that we have several more pieces to place at both First Street and Frank E. Simon Park. There was no report from the Sewer Committee. Bullitt Central High School has requested a Parade Permit for their Homecoming Parade to be held on Thursday, September 21st at 5:00 p.m. starting at Bullitt Lick Middle School and concluding at Riverview School. Tony Miller made motion to approve request. Margaret Moore 2nd. Motion carried 6-0. Mayor Sohm stated that in July 2005 the City passed an Ordinance to increase sewer rates annually based on the Consumer Price Index. The 2005 CPI increase was 3.4% which breaks down to approximately a $0.37 increase to sewer bills every two months. This increase will be reflected on the next bill. Board of Adjustments Appointee Duane Price reported there were four cases concerning Shepherdsville. Pat Donnelly with Turnpike Liquors and Beverages located at 234 Keystone Crossroads Drive has requested a variance to allow construction on an accessory building on the property that will encroach 15 into the south side yard setback requirement and 18.5 into the rear yard setback requirement. The Council asked Mr. Price to ask that the building be constructed in good taste. GPD Group on behalf of National City Bank located on Adam Shepherd Parkway has asked for a variance to allow a freestanding identification sign to be erected to an overall height of 90. After some discuss the Council said they did not want to allow a 90 sign placed at this site. Mindel, Scott & Associates on behalf of Settlers Point Business Park and US Cavalry located on the east side of Conestoga Parkway has requested to reduce the side parking spaces from 200 square foot to 162 square foot and also a variance to reduce the number of required parking spaces from 150 to 140. The Council okayed this request. Commonwealth Sign Company on behalf of Feeders Supply located at 187 Adam Shepherd Parkway in the Shepherds Square Shopping Center asked for a variance to allow the applicants to increase the amount of signage allowed on the building from 80 square foot to 168 square foot on the building. The Council also okayed this request. Councilwoman Trina Summers stated on behalf of all who attended the Block Watch meeting for her neighborhood that she would like to thank the police department and Officer John Smothers for a job well done. Councilman Tony Miller also commended the police department and stated there was a good turn out at the meeting. Councilwoman Stacey Cline asked about the cost to pave the streets in Shawnee Acres. City Engineer Toby Spalding stated that at the last meeting he reported the cost would be $13,000-$14,000, approximately $250-$350 per lot. He stated since that time he had received the bids on asphalt and asphalt is $51.00 per ton which would bring the cost closer to $400-$425 per lot. He stated he would contact the spokesperson for Shawnee Acres and speak to him about this price. Councilwoman Cline also asked Police Chief Ron Morris has many police officers the City has. He stated we have 19 officers which include one code enforcement and one task force officer. Councilwoman Faith Portman also complimented Officer John Smothers on his Block Watch meeting. She stated there was a lot of concern voice at the meeting about a curfew. City Attorney Wantland stated that when you set curfew hours you in essence take police officers off the street until the child is placed either back in their home or Hardin County because police officers cant take juveniles to jail. He stated taking officers off the street is not the best solution to the problems the City is having at this time. Councilwoman Portman also stated that the resident on Plum Street is pleased with the new lighting. Planning Commission Appointee Ben Robards reported there was one case concerning Shepherdsville. G.S. Associated, LP has requested to rezone .78 acres, more or less, from R-2 Residential to B-2 Central Business located on Hester Street across from Shepherdsville Square Shopping Center. Mayor Sohm asked for a motion to adjourn to executive session to discuss personnel. Faith Portman made motion to adjourn to executive session. Alan Wetzel 2nd. Motion carried 6-0. Faith Portman made motion to return to regular session. Alan Wetzel 2nd. Motion carried 6-0. City Attorney Wantland stated the Mayor has been given instruction on how to proceed with personnel problem. Alan Wetzel made motion to adjourn. Faith Portman 2nd. Motion carried 6-0.
