September 25, 2006 Mayor Sohm welcomed and thanked everyone for attending the meeting.
Councilman Tony Miller gave the invocation. The Pledge of Allegiance to the Flag was said. Mayor Sohm called the meeting to order at 6:32 p.m. In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers, and Alan Wetzel. Stacey Cline made motion to dispense with reading of 9/11/2006 meeting minutes. Trina Summers 2nd. Motion carried 6-0. Trina Summers made motion to approve minutes as printed. Alan Wetzel 2nd. Motion carried 6-0. Mayor Sohm reminded everyone that the River City Street Rods would be hosting a Car Show on September 30th at First Street Park starting at 11:00 a.m. Tanks and other equipment from the 14th Armored Re-Creations will be on display. Mayor Sohm announced the new street address for City Hall, Fire Department and Police Department is now 634 Conestoga Parkway. All phone numbers remained the same. The Public Works Department new phone number is 957-3454. The fire department substation located on Frank Simon new phone number is 921-0723. Mayor Sohm announced that the ribbon cutting ceremony and building dedication of the new Shepherdsville Government Center would be on Thursday, October 26th at 5:00 p.m. He asked that everyone please plan to attend. Mayor Sohm introduced Norman Lemme, candidate for Circuit Judge who spoke to the council and audience about his bid for election in the November 7th race. There was no report from the Historical Committee. City Engineer Toby Spalding reported from the Transportation/Beautification Committee that the patching/paving worth throughout the City should begin the first week in October. Mayor Sohm reported from the Recreation Committee that the new swing sets were going up at First Street Park and new swings would be going up at Frank E. Simon Park. There was no report from the Sewer Committee. City Attorney Joe Wantland had first reading of Ordinance (number to be assigned) levying personal property, and property of public service company ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, et. Seq. Mayor Sohm stated the second reading would be on October 9th. Seq. Mayor Sohm stated the second reading would also be October 9th. Tony Miller made motion to approve payment of September bills. Margaret Moore 2nd. Motion carried 6-0. City Attorney Wantland read Resolution on Agreement between Commonwealth of Kentucky Transportation Cabinet Department of Highways and the City of Shepherdsville for KY 480 widening to five lanes in the amount of $5.7 million. Trina Summers made motion to give the Mayor authority to sign and enter into a contract to widen Highway 480. Alan Wetzel 2nd. Motion carried 6-0. Mayor Sohm stated the design should be to the Council by the next meeting. Debbie and David Hawkins, 823 Cliffside Drive (Lot 60 & 61) in Sycamore Bend addressed the Council about a new drainage system the City put in that has caused water problems for them. Alan and Joyce Pickett, 857 Cliffside Drive stated they had no issues with drainage before this project was completed. They presented pictures to the Council dated the 23rd through the 25th. Mayor Sohm cautioned to judge the amount of rain we have received from the 23rd. City engineer Toby Spalding stated that he had met with the State a year and a half ago to take the water to Highway 44. The State wouldn’t allow it. Councilwoman Margaret Moore asked if we could tile from the street to the creek (approximately 500 feet). Councilwoman Stacey Cline stated she feels the Council should come out and look at the problem. Mayor Sohm stated the plan of action would be for the Council to look at and call him with comments/suggestions. He also again cautioned the Council that this project was not designed to contain all surcharge from this type of rain event. Board of Adjustments Appointee Duane Price reported there were four cases concerning Shepherdsville. Pat Donnelly with Turnpike Liquors and Beverages located at 234 Keystone Crossroads Drive requested a variance to allow construction of an accessory building on the property that will encroach 15’ into the south side yard setback requirement and 18.5’ into the rear yard setback requirement. Mr. Price stated this building would be used for storage and received favorable recommendation. GPD Group on behalf of National City Bank located on Adam Shepherd Parkway asked for a variance to allow a freestanding identification sign to be erected to an overall height of 90’. He stated this also received favorable recommendation. Mindel, Scott & Associates on behalf of Settlers Point Business Park and US Cavalry located on the east side of Conestoga Parkway requested to reduce the side parking spaces from 200 square foot to 162 square foot and also a variance to reduce the number of required parking spaces from 150 to 140. This was also approved. Commonwealth Sign Company on behalf of Feeders Supply located at 187 Adam Shepherd Parkway in the Shepherds Square Shopping Center asked for a variance to allow the applicants to increase the amount of signage allowed on the building from 80 square foot to 168 square foot on the building. This was also approved. Planning Commission Appointee Ben Robards reported there was one case concerning Shepherdsville. G.S. Associates, L.P. to rezone .78 acres, more or less, located on Hester Street across from Shepherdsville Square Shopping Center from R-2 Residential to B-2 Central Business. He stated this has received a favorable recommendation from the Planning Commission with a 10’ easement for the widening of Hester Street. Mr. Robards also stated that the Commission had approved one subdivision plat for Settlers Pointe. Councilwoman Trina Summers asked about the drainage in Bratcher Estates, especially the piece of property than runs along the Givhan property. She stated she would like to add this to the priority list of the Drainage Committee. She also stated there was a pot hole in Bratcher Estates that needed attention. Councilman Tony Miller stated that when Southern Pipeline, who was working for Louisville Water Company, put a ditch in his yard for drainage, they broke up his driveway. He stated it had been three months and he keeps getting put off on when the repairs will be done. City Engineer Spalding stated he would call and speak with them. Mr. Miller also thanked Code Enforcement Officer John Bradley for cleaning up Jackie Way and Melwood. Councilwoman Faith Portman asked about the paving project in Shawnee Acres. Engineer Spalding stated he had contacted Dan DeGrella, who will contact the homeowners. He stated he didn’t hold out much hope that the City would get their money. City Attorney Wantland stated the cost would be assessed to their tax bill but we need a 51% approval before proceeding with the project. Councilwoman Portman also stated she had received a call from an employee at the BP station beside Bullitt Central and they are having trouble with kids hanging out there after school and after ball games. Police Chief Morris stated he would look into this and get extra patrols there. He stated if the employee would call when this was going on it would help. Councilwoman Margaret Moore asked about Salt Well Drive. Mayor Sohm stated the part of the road in such disrepair belongs to Tom Givhan. Engineer Spalding stated he has spoken with Mr. Givhan and he plans on filling the pot holes this year. City Attorney Wantland commented that Public Works Foreman Jesse Walls and Deputy City Clerk Brenda Taylor are working very hard to recoup money being spent on clean up projects throughout the City.
