October 9, 2006 Mayor Sohm welcomed and thanked everyone for attending the first meeting in our new facility.
Pastor John Lehenbauer, Divine Savior Lutheran Church gave the invocation. The Pledge of Allegiance to the Flag was said. Mayor Sohm called the meeting to order at 6:34 p.m. In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers, and Alan Wetzel. Stacey Cline made motion to dispense with reading of 9/25/2006 meeting minutes. Faith Portman 2nd. Motion carried 6-0. Trina Summers made motion to approve minutes as printed. Faith Portman 2nd. Motion carried 6-0. Mayor Sohm reminded everyone that the ribbon cutting ceremony and building dedication of the new Shepherdsville Government Center would be on Thursday, October 26th at 5:00 p.m. He invited everyone to attend. City Attorney Joe Wantland had second reading of Ordinance (number to be assigned) levying personal property, and property of public service company ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, et. Seq. Mayor Sohm stated this rate would stay the same as last year at 17.24. Tony Miller made motion to approve tax rate. Alan Wetzel 2nd. Motion carried 6-0. (This Ordinance will be numbered 006-707.) City Attorney Wantland had second reading of Ordinance (number to be assigned) establishing the real property ad valorem taxes and providing assessment, equalization and collection pursuant to the provisions of KRS 92.280, et. Seq. Mayor Sohm stated that this tax rate was lowered from 14.49 to 14.40 this year. This makes the eighth year in a row that property taxes have been lowered. Alan Wetzel made motion to approve tax rate. Stacey Cline 2nd. Motion carried 6-0. (This Ordinance will be numbered 007-708.) There was no report from the Historical Committee. Mayor Sohm reported from the Transportation/Beautification Committee that he and City Clerk Tammy Owen had attended a meeting at the Conference Centre hosted by Executive Director Elaine Wilson to discuss organization of a committee dedicated to the Beautification of Bullitt County for the benefit of citizens, visitors and the business community. He stated plans include beautification of the exit ramps throughout the County; followed by There were no reports from the Recreation and Sewer Committees. City Attorney Wantland had first reading of Ordinance 006-(number to be assigned) creating nonpartisan elections for elected City officials pursuant to election laws of the Commonwealth of Kentucky, KRS Chapter 83A., 116 and 121 of the Kentucky Revised Statues for the City of Shepherdsville. Mayor Sohm stated with the passage of this Ordinance there were several things to consider; one being signs. If everyone runs one time in November that would dramatically cut down on the time signs would be up. He stated the cost of run a campaign would drop; and campaign paperwork the State requires would be less. Mayor Sohm asked the Council to think about this and we would discuss this further at the next meeting. Mayor Sohm stated that all cities in Bullitt except Shepherdsville, Mt. Washington and Hillview have nonpartisan elections. City Attorney Wantland had first reading of Ordinance 006-(number to be assigned) establishing the regular meeting night and place of meetings for the City Council of the City of Shepherdsville. City Attorney Wantland had first reading of Ordinance 006-(number to be assigned) repealing Ordinance #109; an Ordinance consolidating the offices of the City Clerk and City Treasurer. City Attorney Wantland had first reading of Ordinance 006-(number to be assigned) on request by G. S. Associates, L.P. to rezone .78 acres, more or less, located on Councilman Tony Miller stated he would like to make a policy regarding any B-2 rezoning request that the applicant be asked to attend the following meeting to answer questions the Council may have. After discussion on Halloween Trick or Treating Faith Portman made motion to have Halloween Trick or Treating on October 31st from 5:00-9:00 p.m. Margaret Moore 2nd. Motion carried 6-0. David and Debbie Hawkins were again present about drainage on their property in Sycamore Bend. Mayor Sohm reported that he had met with the City Engineer, Toby Spalding, and there would be no problem to extend the pipe. He stated he had also spoken with the Council and everyone agrees to fix this problem. Planning Commission Appointee Ben Robards was not present at the meeting but spoke with Mayor Sohm and reported there was nothing new for Shepherdsville. Board of Adjustments Appointee Duane Price reported there were two new cases concerning Shepherdsville. Commonwealth Sign Company on behalf of Stock Yards Bank located at 183 Adam Shepherd Parkway asked for a variance to allow Stock Yards Bank to erect a freestanding sign to an overall height of 90’. Hilton Displays on behalf of Ruby Tuesday, Inc. that will be located at the intersection of Keystone Crossroads Drive and Adam Shepherd Parkway asked for a variance to allow the applicants to erect a freestanding identification sign to an overall height of 75’. Police Chief Ron Morris reported that in early August an assessor with Homeland Security came to Bullitt County and upon touring the Police Department made several recommendations they feel will help the City be prepared in case on an emergency. Chief Morris also reported that the Police Department had received a $16,450 grant from the Governor’s Highway Safety program and that he would like to purchase equipment to be used in accident reconstruction. Chief Morris also stated that he had heard a comment about our new building being “to nice for Shepherdsville”. He stated that he feels the citizens, employees, deserve this new state of the art facility and he is very proud of it. Councilwoman Trina Summers stated she would like to congratulate the Swift Water Rescue team on their recent rescue. Fire Chief Robbie Spriggs thanked Councilwoman Summers and stated the next purchase for the Swift Water Rescue team will be wet and dry suits to use in all weather conditions. Councilwoman Summers also stated that Councilman Tony Miller thanked Mr. & Mrs. Hawkins for bringing their drainage problem to the City. Mr. Miller also stated that he thinks our new building is great and he is proud to be a part of it. Councilwoman Stacey Cline asked about the paving project for Shawnee Acres. She asked if the cost could possibly be paid over the next few years instead of adding an additional expense to this year’s tax bill. Mayor Sohm stated that the cost will not be placed on this year’s tax bill. Councilwoman Cline also reported that she had received a complaint about someone burning copper and the bad smell and black smoke it created. Fire Chief Spriggs stated he would have this looked in to. Councilwoman Cline also thanked Mr. & Mrs. Hawkins for coming to the City with their drainage problem. Councilwoman Faith Portman also thanked Mr. & Mrs. Hawkins for coming to the City with their problem and stated she has been telling everyone about the new “state of the art” building. Councilman Alan Wetzel stated that he is very proud of our new building and that he feels we can offer more to the public and be more accessible. Councilwoman Margaret Moore stated she liked the building because it was closer to her. Councilwoman Moore also reported that behind Country Cupboard on Police Chief Morris reported and thanked City Attorney Joe Wantland for recently conducting the annual firearms classroom training. Mayor Sohm stated that he is very proud of our new building and that he feels he owes the Department Heads an apology. He stated he has been hands on with this project and appreciates everyone’s patience when he wasn’t always readily available when needed. Mayor Sohm also announced that we may have the opportunity to show our Council Meetings on local access media. We are working on this and will report back when more information is received. Mayor Sohm also stated he would like to applaud the Council for handing over the Code Enforcement issues of the City to the Police Department. City Attorney Wantland stated he feels everyone is aware that a suit has been filed against the City in regard to the concrete plant rezoning request that was denied.
