Mayor Sohm welcomed and thanked everyone for taking time to attend the meeting.

 

Councilman Tony Miller gave the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Sohm called the meeting to order at 6:35 p.m.

 

In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers, and Alan Wetzel.

 

Stacey Cline made motion to dispense with reading of 10/9/2006 meeting minutes. Trina Summers 2nd. Motion carried 6-0.

 

Faith Portman made motion to approve minutes as printed. Margaret Moore 2nd. Motion carried 6-0.

 

Mayor Sohm reminded everyone that the ribbon cutting ceremony and building dedication of the new Shepherdsville Government Center would be on Thursday, October 26th at 5:00 p.m. He invited everyone to attend.

 

Mayor Sohm announced City Hall would close at noon on November 7th to allow employees to vote.

 

Mayor Sohm announced City Hall would be closed on Friday, November 11th in observance of Veterans Day.

 

City Attorney Wantland had second reading of Ordinance 006-(number to be assigned) repealing Ordinance #109; an Ordinance consolidating the offices of the City Clerk and City Treasurer. Tony Miller made motion to approve. Alan Wetzel 2nd. Motion carried 6-0. (This Ordinance will be numbered 006-709)

 

City Attorney Wantland had second reading of Ordinance 006-(number to be assigned) establishing the regular meeting night and place of meetings for the City Council of the City of Shepherdsville. Trina Summers made motion to approve. Faith Portman 2nd. Motion carried 6-0. (This Ordinance will be numbered 006-710)

 

City Attorney Wantland had second reading and public hearing on Ordinance 006-(number to be assigned) on request by G. S. Associates, L.P. to rezone .78 acres, more or less, located on Hester Street across from Shepherdsville Square Shopping Center from R-2 Residential to B-2 Central Business. City Attorney Wantland stated the applicant had granted a 15 foot easement the entire length of

Hester Street
. Jess Green, Vice President, G.S. Associates was present to answer any questions from the Council. He stated he did not know at this time what the property would be used for. He stated it could possibly be used for additional shopping for the shopping center. There was no public comment. Trina Summers made motion to accept the Planning Commission Recommendation to rezone this property. Margaret Moore 2nd. Motion carried 6-0. (This Ordinance will be numbered 006-711)

 

Mayor Sohm stated that at the last meeting an Ordinance was read regarding non partisan elections. He stated he had received many calls regarding that Ordinance and it has been taken off the Agenda.

 

There was no report from the Historical Committee. However Mayor Sohm stated he would like to thank David Strange for the video he provided to the Council and for all the work he has done on various projects throughout the City.

 

Mayor Sohm reported from the Transportation/Beautification Committee that paving is going on throughout the City.

 

There was no report from the Recreation Committee. However, Mayor Sohm reported that he had received many requests to use the new gym facilities. He stated he needs to get with our insurance carrier and set some guidelines to the usage of the gym before it is used by the public.

 

From the Sewer Committee, James Watkins, Capital Projects Superintendent presented the quote on for the pump station. He stated that two quotes had been received and City Engineer Toby Spalding recommends approving the quote from Corrie Inc. in the amount of $156,544.80 and $32,978.00 for rebar. Trina Summers made motion to approve quote from Corrie Inc. Stacey Cline 2nd. Motion carried 6-0.

 

Mayor Sohm stated he had received a request to close

Salt River Plant Road
to through traffic. Jerry Parker a resident who lives on
Salt River Plant Road
was present and asked that the culvert be taken out completely and use a guard rail to block road at the
Beech Grove Road
entrance. He stated speeding on this road is horrible and he fears for the safety of the children who live on the street. After further discussion Tony Miller made motion to close the road, making it a dead end street indefinitely. Faith Portman 2nd. Motion carried 6-0. Mayor Sohm asked Public Works Foreman Jesse Walls to put dead end street signs up after project is complete.

 

Tony Miller made motion to pay September bills. Alan Wetzel 2nd. Motion carried 6-0.

 

Planning Commission Appointee Ben Robards was present at the meeting and reported that there were no new rezoning cases but there was a Text Amendment that would effect Mt. Washington, Shepherdsville and Hillview on the docket regarding R-3 zoning.

 

Pat Welch,

138 Tara Circle
was present to address the Council about drainage in Bratcher Estates. He stated that he has a drainage problem and asked when it would be addressed. Engineering Technician Joe Exely reported that City Engineer Spalding had looked at this problem and it is on the Drainage Committee’s list to prioritize.

 

David Strange addressed the Council congratulating them on the new building that is quite “impressive”; on the walkway down by the river. He stated he appreciates on the work the City has done.

 

Police Chief Ron Morris stated he had handed out the Homeland Security report requested by Councilwoman Summers at the last meeting.

 

Councilwoman Trina Summers stated the City needs to revisit the facilities plan; looking at areas such as Woodland Acres and Kings Forest.

 

Councilwoman Faith Portman reported that she had received complaints about speeders on

Dogwood Boulevard
from 5:00-7:00 p.m. and asked Chief Morris to look into. Ms. Portman also reported on some drainage issues on Dogwood. Mayor Sohm stated we would send Engineer Spalding to look at the drainage issues. Ms. Portman also reported that the lighting on
Lee Street
was horrible. Mayor Sohm stated that part of the problem on
Lee Street
were tree branches hiding the lighting. He stated there would be no problem adding an additional street light.

 

Councilwoman Margaret Moore asked about mosquito spraying. Public Works Foreman Walls stated he had sprayed approximately 2 weeks ago. Ms. Moore also stated her concern that the parking lot was dark and she feels signs need to be placed on Conestoga to prevent people from turning into the wrong lane when leaving the building. Mayor Sohm stated we could have someone from the State to look at and suggest if we needs signs put up.

 

Mayor Sohm asked for a motion to adjourn to executive session to discuss litigation. Trina Summers made motion. Margaret Moore 2nd. Motion carried 6-0.

 

Stacey Cline made motion to return to regular session. Alan Wetzel 2nd. Motion carried 6-0. City Attorney Wantland stated there was no action taken.  

 

Trina Summers made motion to adjourn. Tony Miller 2nd. Motion carried 6-0. Meeting adjourned at 8:28 p.m.
