Mayor Sohm welcomed and thanked everyone for attending the meeting.

 

Reverend John Lehenbauer, Divine Savior Lutheran Church gave the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Sohm called the meeting to order at 6:38 p.m.

 

In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman.

 

Stacey Cline made motion to dispense with reading of 11/13/2006 meeting minutes. Trina Summers 2nd. Motion carried 5-0.

 

Faith Portman made motion to approve minutes as printed. Stacey Cline 2nd. Motion carried 5-0.

 

Mayor Sohm announced that Light Up Shepherdsville will be Friday, 6:00 p.m. at First Street Park. He stated this is the 8th year for the Light Up and invited everyone to attend. He stated Santa would make an appearance compliments of the Shepherdsville Fire Department; a petting zoo with a camel, lama and other animals would be present, several choirs would sing carols; a live manger scene sponsored by Divine Savior Lutheran Church would be set up on the stage and light refreshments would be served.

 

Mayor Sohm announced that the Shepherdsville Angel Tree still had several angels who need help this year. If anyone is interested please take an angel.

 

There was no report from the Historical Committee.

 

Public Works Foreman Jesse Walls reported from the Transportation/Beautification Committee that there are a few more streets that need to be paved.

 

Mayor Sohm reported from the Recreation Committee that the park on

First Street
is almost complete.

 

Wastewater Superintendent Mike Schroeder reported from the Sewer Committee that they had purchased the Vactor Truck that was budgeted for and he plans on having it at the next meeting for the Council to view.

 

City Attorney Joe Wantland had first reading of Ordinance 006-(number to be assigned) concerning request from Grand Oaks Estates LLC for a Text Amendment regarding side yard set backs in Residential Zone R-3. City Attorney Wantland stated it is his opinion to add “whichever is greater” to the end of the requested change.

 

City Attorney Wantland had first reading of Ordinance 006-(number to be assigned) concerning request from Bob Elkins and Virginia Elkins to rezone 2.86 acres, more or less, from R-2 Residential to R-3 Residential located at

309 Old Ford Road
.

 

City Attorney Wantland read Resolution 06-(number to be assigned) granting inducements to Medline Industries, Inc. for the purpose of attracting and retaining jobs pursuant to KRS Chapter 154, Subsection 24. Tony Miller made motion to approve. Faith Portman 2nd. Motion carried 5-0.

 

City Attorney Wantland read Resolution 06-(number to be assigned) granting inducements to U.S. Calvary Store, Inc. for the purpose of attracting and retaining jobs pursuant to KRS Chapter 154, Subsection 24. Faith Portman made motion to approve. Margaret Moore 2nd. Motion carried 5-0.

 

City Attorney Wantland had first reading of Ordinance 006-(number to be assigned) relating to the issuance of residential building permits in new subdivisions in the City of Shepherdsville.

 

Discussion followed on request from Richard Miles to take over streetlights in Oak Grove Subdivision Section One. Mayor Sohm asked Public Works Foreman Walls to drive through and look at the lights and Engineer Toby Spalding to check and see if there is a homeowners association in place for Oak Grove and we will discuss further at the next meeting.

 

Stacey Cline made motion to pay November bills. Faith Portman 2nd. Motion carried 5-0.

 

Paula Tindle was present to address the Council about reopening

Salt River Plant Drive
. She stated she lives at
180 Beech Grove Road
and asked the Council to reconsider and reopen the road. Councilman Tony Miller stated that he had gone with Assistant Public Works Foreman Bennie Stillwell to put up some signs in that area and they were almost hit several times while doing this. He stated he feels this is a very hazardous area and is not in favor to reopen. Councilwoman Stacey Cline stated that she had looked at the road and feels it’s not wide enough for two cars to even pass. She stated the residents who live on this road asked the Council to close the road for safety reasons and she is also not in favor of reopening the road. Mayor Sohm stated he had had a similar incident as Councilwoman Cline in that the road is to narrow to pass. He stated he doesn’t have a vote on this matter but if he did he would have voted to close the road also. Councilwoman Faith Portman stated she had been run off the road into a yard of a man who lives there and that she is not in favor of reopening. Mayor Sohm stated that there are plans for future improvements to the road but they are several years off. He stated he would like to focus on the by-pass which we have been awarded funding for which will help alleviate traffic.

 

Terry Calvert,

188 Beech Grove Road
stated she was also disappointed when the road was closed. She stated they need help on Beech Grove now not in a year and a half. She asked the Council to please help with the Beech Grove traffic problem.

 

Mayor Sohm stated that when this problem was first looked at three options were considered to improve the road. After considerable research it was determined that we did not want traffic coming through subdivisions for safety reasons. It was opted to work on

Old Ford Road
improvements. The State said widening
Beech Grove Road
was not an option because of the homes on the road. Mayor Sohm stated we have plans to improve the road and hope to receive funds in the near future.

 

Councilwoman Margaret Moore stated that some property owners were not notified the road was being closed and were against it being closed. Mayor Sohm stated that a sign had been put in at least two weeks in advance of the closing. Councilwoman Moore stated she was against closing the road but her one no vote would not have mattered so she voted to close the road. She stated her one vote would not have made a difference. She stated her main concern for closing the road was for emergency vehicles.

 

Kirit Gandhi was present to address the Council on a City Code Ordinance problem. He stated that he had called Officer Bradley to Super 8 for high weeds for the last two months and he did nothing. He stated he called again and was told Officer Bradley was off due to an injury and Officer Armstrong showed up. Mr. Gandhi stated he feels like he has waited enough time and something needs to be done about this problem. Police Chief Ron Morris had photos that had been taken this day of the property in question and stated that there had been four letters sent to the property owner Baxter Napier to clean up the lot. Chief Morris stated that Mr. Napier had recently passed away and that Pat Donnelly has offered to clean up the lot, he just hasn’t had time as yet. Chief Morris stated that of the four times Mr. Gandhi has called, three times to lot had been cleaned up. At this time he feels the family should not be bothered with this matter; but stated we are working on getting it cleaned up. He stated he would talk to Mr. Donnelly and get a time frame on when he will be able to clean up the lot.

 

Cheri Martin was present to address the council about the new school on Blue Lick and drainage problems. Ms. Martin stated she runs the Jarki Mobile Home Community and has had a lot of flooding problems since the new school was built. She stated she has spoken with Steve Thompson with the Bullitt County Board of Education and he assures her they are working on the problem but it is on hold due to a utility problem. Ms. Martin asked the Council if there was any way they could possibly speed up the process. Councilman Tony Miller stated he had spoken with Layne Abell just today about this problem and he is in complete agreement that it should be addressed immediately. Mr. Abell stated he would make some inquiries and get back with Mr. Miller on what he finds out. Mayor Sohm stated that the City is limited but we will do whatever we can to help alleviate this water problem. He stated Councilman Miller’s path of action seems to be the right way to proceed at this time and will look forward to Mr. Miller’s update on this matter.

 

Mayor Sohm stated that both Board of Adjustments Appointee Duane Price and Planning Commission Appointee Ben Robards had called to say there were no new items for Shepherdsville since there had not been a meeting.

 

City Engineer Toby Spalding reported the City was going to re-advertise for bid qualifications on the 480 project. He stated he would like to select a Selection Committee to pick the engineer for this project. He stated they would narrow the choices to three and interview each. Faith Portman, Trina Summers and Alan Wetzel volunteered to serve on this Committee.  City Engineer Spalding also stated he would like to have the first reading of the Design Criteria Specifications Ordinance at the next meeting. City Engineer Spalding also reported that bids had been taken for sluice gates for the pump station. He recommended going with Fontaine at the cost of $34,256. Trina Summers made motion to accept bid from Fontaine. Faith Portman 2nd. Motion carried 5-0. City Engineer Spalding also handed out sample ordinances from other Cities on storm water. He asked the Council to look them over to discuss further. He stated one problem he sees with these is there are not fees included to maintain the program. He stated that by the year 2008 the City needs to be in full compliance with the guidelines set forth by the EPA or possibly be fined until we are. He stated he feels that as big as the City has gotten it will take a full time person to keep up with this program.

 

Councilwoman Trina Summers asked Tom Barr, Editor, of The Pioneer News if he would print the Rumpke garbage holiday pick up days and tree pick up days in the upcoming issues. She also stated she would like to thank the Shepherdsville Fire Department for helping with the St. A chili cook off.

 

Councilwoman Faith Portman stated something needs to be done about

Salt Well Drive
. She has received many complaints from bus drivers who use this road. Mayor Sohm stated he City could not make Mr. Givhan fix this road. It was suggested that if anyone feels there is a problem with the road to call Mr. Givhan and let him know their concerns.

 

Stacey Cline made motion to adjourn to executive session to discuss personnel. Faith Portman 2nd. Motion carried 5-0.

 

City Attorney Joe Wantland stated the City is back to square one in the fire department issue.

 

Stacey Cline made motion to return to regular session. Tony Miller 2nd. Motion carried 5-0. City Attorney Wantland stated the Council had given directions to the Mayor on how to proceed and the City Attorney to assist if necessary.  

 

Faith Portman made motion to adjourn. Tony Miller 2nd. Motion carried 5-0. Meeting adjourned at 9:38 p.m.
