Mayor Sohm welcomed and thanked everyone for attending the meeting.

 

Father David Naylor, St. Aloysius Catholic Church gave the invocation.

 

The Pledge of Allegiance to the Flag was said.

 

Mayor Sohm called the meeting to order at 6:34 p.m.

 

In attendance were Council members Stacey Cline, Tony Miller, Margaret Moore, Faith Portman, Trina Summers and Alan Wetzel.

 

Stacey Cline made motion to dispense with reading of 11/27/2006 meeting minutes. Trina Summers 2nd. Motion carried 6-0.

 

Trina Summers made motion to approve minutes as printed. Alan Wetzel 2nd. Motion carried 6-0.

 

Mayor Sohm thanked everyone who attended and participated in the Light Up Shepherdsville ceremony. He stated we got off to a rocky start with no electric but with several generators used until L.G. & E. fixed the transformer we were able to Light Up.

 

Mayor Sohm announced City Hall would be closed December 25th & 26th, December 29th and January 1st and 2nd in observance of the holidays.

 

Mayor Sohm introduced Gaither Flatt who lives in The Point who asked to address the Council. Mr. Flatt stated that on behalf of his neighbors and himself he would like to thank the Mayor and City Council on the work done to help drainage problems. He stated it looks better and drains better and they appreciate it very much.

 

Mayor Sohm made a presentation to outgoing Council Member Alan Wetzel in appreciation of his two years of service to the City.

 

City Attorney Joe Wantland had second reading of Ordinance 006-(number to be assigned) concerning request from Grand Oaks Estates LLC for a Text Amendment regarding side yard set backs in Residential Zone R-3. Councilman Tony Miller stated he was not too enthused about this change. He stated he was against because there would not be enough yard. Councilwoman Margaret Moore stated she agreed with Tony. Councilman Alan Wetzel disagrees with the change because of the resale value of the property. Councilwomen Stacey Cline and Faith Portman both stated they were against. Tony Miller made motion to reject the recommendation of the Planning Commission. Stacey Cline 2nd. Motion carried 6-0. (The Ordinance will be numbered 006-712.)

 

City Attorney Wantland had second reading and public hearing on Ordinance 006-(number to be assigned) concerning request from Bob Elkins and Virginia Elkins to rezone 2.86 acres, more or less, from R-2 Residential to R-3 Residential located at

309 Old Ford Road
. City Attorney Wantland stated the restrictions are 70 foot lots and no apartments. There was no comment from the public. Trina Summers made motion to accept recommendation from the Planning Commission. Margaret Moore 2nd. Motion carried 6-0. (This Ordinance will be numbered 006-713.)

 

City Attorney Wantland had second reading of Ordinance 006-(number to be assigned) relating to the issuance of residential building permits in new subdivisions in the City of Shepherdsville. Faith Portman made motion to approve. Alan Wetzel 2nd. Motion carried 6-0. (This Ordinance will be numbered 006-714.)

 

Further discussion followed on request from Richard Miles to take over streetlights in Oak Grove Subdivision Section One. Public Works Foreman Jesse Walls stated the streetlights were okay. Tony Miller made motion to take over streetlights in Section One of Oak Grove Subdivision. Faith Portman 2nd. Motion carried 6-0.

 

There was no report from the Historical Committee.

 

Mayor Sohm reported from the Transportation/Beautification Committee that the streets that have been paved in the City looked good and commended Public Works Foreman Jesse Walls and City Engineer Toby Spalding on a job well done. He stated there are a few more streets that need to be paved and they will be done in the Spring.

 

Mayor Sohm reported from the Recreation Committee that the walking trails at First Street Park have been seeded and strawed.

 

There was no report from the Sewer Committee.

 

Mayor Sohm asked for a motion to cancel the December 25th Council Meeting since it falls on Christmas Day. Tony Miller made motion to cancel meeting. Alan Wetzel 2nd. Motion carried 6-0.

 

City Attorney Wantland had first summary reading of Ordinance 007-(number to be assigned) adopting construction standard drawings and design manual for the Design and Construction of streets, sanitary sewers, storm drainage and standard erosion and sediment control specifications within the boundaries of Shepherdsville.

 

Tony Miller made motion to pay December bills. Stacey Cline 2nd. Motion carried 6-0.

 

Depp Rasner and Angie Woodward with the Bullitt County Beautification Committee addressed the Council updating them on plans being made to beautify the exit ramps throughout the County. Mr. Rasner stated that the Committee is working on a grant to improve ramp appearances and at the first meeting there were seven members present. He stated this committee would like to partner with the Cities and businesses throughout the County. Projects he would like to see addressed in Shepherdsville include: the two underpasses in Shepherdsville; the four city entrances;

Main Street
(Buckman) in Shepherdsville. He stated they are thinking in terms of Louisville’s “Operation Brightside” program. He stated he would like to see some of the money used for markers and to come up with a permanent solution to keep theses areas clean and friendly to the eye. Mayor Sohm stated he would like the committee to set up a fund so money given in Shepherdsville is spent in Shepherdsville. Mayor Sohm stated the City had set aside money in the budget for beautification and he would like to contribute $2000 to buy markers and get things going in Shepherdsville. Mayor Sohm stated he has spoken with Elaine Wilson of the Tourism Commission and attended several meetings concerning this project and he is very much in favor of it. Alan Wetzel made motion to contribute $2000 to the County Beautification Committee. Faith Portman 2nd. Motion carried 6-0. The Council asked Mr. Rasner to come back and report to the City on the progress of the Committee. Mr. Rasner agreed to do so.

 

Clinton Saul, a resident of Bratcher Estates addressed the Council about street names. Mr. Saul stated he knows streets are re-named for different reasons but he would like to ask the City to consider renaming a street in Shepherdsville in honor of the young man that was recently killed in the line of duty in Iraq. He stated he feels that when someone makes the ultimate sacrifice for the Country the least that could be done is name a street after them.

Mayor Sohm stated that both Board of Adjustments Appointee Duane Price and Planning Commission Appointee Ben Robards had called to say there were no new items for Shepherdsville since there had not been a meeting.

 

Police Chief Ron Morris invited the Council to DARE graduations to be held on December 13th, 1:00 p.m. at St. Aloysius and December 14th, 2:00 p.m. at Shepherdsville Elementary. He also thanked the Mayor and City Council for everything they’ve done; he stated it’s been a great 6-1/2 years. He also stated that he feels the best thing done was passing the Civil Service Ordinance.

 

City Engineer Toby Spalding reported that the Drainage Committee needed another Council member. He stated he would like to keep Alan Wetzel on the Committee as the citizen member. Councilwoman Stacey Cline volunteered. Mayor Sohm approved Alan Wetzel remaining on the Committee as a citizen appointee. City Engineer Spalding informed the Council that he would like to ask City Attorney Wantland to send Dogwood Homes a letter a past due invoices due the City. City Engineer Spalding also reported that the hole being dug for the new pump station for the new interceptor line was approximately 61 feet deep. He stated two wells need to be purchased and he recommended adding $25,722.00 to the contract for the acquisition of two 8x8 boxes. Trina Summers made motion to approve the City Engineer’s recommendation. Tony Miller 2nd. Motion carried 6-0.

 

Councilwoman Trina Summers asked if there was any possibility of putting a sign on I-65 stating the Cedar Grove Business Park is at Exit 116 not Exit 117. She stated the directions on Map Quest were wrong and there were still trucks getting off the wrong exit and coming through the subdivision to turn around.

 

Mayor Sohm stated he had talked with Senator Tapp about the

Beech Grove Road
project about getting a cost estimate and getting the project back on track.

 

Councilman Tony Miller asked about the Ruby Tuesday restaurant coming to Shepherdsville. Mayor Sohm stated there had been a problem with the water line which had been resolved and they should break ground anytime. Mr. Miller also stated he had enjoyed the last 8 years.

 

Councilwoman Stacey Cline wished everyone a Merry Christmas and stated she would miss Alan and the Mayor. She stated Alan had been a great asset to the City and that during the last 8 years there had been no issues with anyone.

 

Councilwoman Faith Portman wished everyone a Merry Christmas and Happy New Year. She thanked Mayor Sohm stating it had been an enjoyed time on the Council and that we would really miss him. She also thanked Alan and stated we would really miss him also.

 

Councilman Alan Wetzel thanked everyone of the City team and stated the last two years have been a humbling experience.

 

Councilwoman Margaret Moore stated she was grateful for all the accomplishments over the last 8 years and wished everyone a Merry Christmas and Happy New Year. She stated the Mayor had done a great job and wished him good luck and God Bless.

 

City Attorney Wantland stated this Council had been great, the best he’s ever worked with. He stated there had been some dramatic changes to the City that can be seen and are tangible and that it has been great to have worked with everyone.

 

Mayor Sohm congratulated Mayor-elect Sherman Tinnell stated he holds no ill feelings and wishes him the best of luck. Mayor Sohm thanked the City Council for their support and trust and stated he feels each have trusted him through the years. He thanked City Attorney Joe Wantland for all his advice and the citizens of Shepherdsville for their support through the years. Mayor Sohm stated that Tom Barr, Editor of The Pioneer News deserves a lot of credit for the light he shines on the City throughout the years and that he’s done a wonderful job for us. Mayor Sohm thanked the employees who he stated take their job seriously and he thanked his dad, who has only missed three meetings in 8 years. Mayor Sohm also stated how proud he was that the Shepherdsville Angel Tree program has been so successful. He stated the program was able to help 86 angels this year and thanked the business community, Gayla, Brenda and Maxine for the great job they did.

 

Mayor Sohm stated that the swearing in ceremony for the Mayor and City Council would be on Thursday, December 28th at 7:00 at the Shepherdsville Government Center.

 

Stacey Cline made motion to adjourn to executive session to discuss property acquisition and litigation. Alan Wetzel 2nd. Motion carried 6-0.

 

Faith Portman made motion to return to regular session. Alan Wetzel 2nd. Motion carried 6-0. City Attorney Wantland stated easements had been made for the

Old Ford Road
project and that several people have refused to sign. He stated he would like to be given Council authorization to proceed with condemnation. Alan Wetzel made motion. Faith Portman 2nd. Motion carried 6-0. City Attorney Wantland stated that the Civil Service Commission has indicated they would like to seek legal assistance from him if City is not involved in conflict. Trina Summers made motion for Joe Wantland to represent Civil Service Commission. Stacey Cline 2nd. Motion carried 5-0-1 (Margaret Moore abstained.) City Attorney Wantland stated that Salt River Development had received tax bills on the Salt Dome property which the Department of Transportation actually owns but because they failed to provide proper paperwork the wrong people were billed. City Attorney Wantland asked for a motion to exonerate the City taxes due on this property from Salt River Development and stated he would write a letter to the County Judge asking same. Trina Summers made motion. Faith Portman 2nd. Motion carried 6-0.  City Attorney Wantland stated that the Administrative Office of the Courts would like to lease the old City Hall Building for at least 6 months, possibly longer, until the new Court House is completed. He asked for a motion to authorize the Mayor to enter into a lease agreement with the AOC. Trina Summers made motion. Alan Wetzel 2nd. Motion carried 6-0. City Attorney Wantland stated that the City had given  Mary Baugh, 800 N Buckman until March 1, 2007 to remove contents of the trailer and after that time the City can enter and tear down. He stated he would prepare the paperwork at get it to Ms. Baugh for signature. Faith Portman made motion to approve. Stacey Cline 2nd. Motion carried 5-0-1 (Margaret Moore abstained.)    

 

Alan Wetzel made motion to adjourn. Margaret Moore 2nd. Motion carried 6-0. Meeting adjourned at 9:33 p.m.
